BOARD OF DIRECTORS
February 12, 2026
DETERMINE QUORUM; CALL TO ORDER.
The Board of Directors of the La Porte Redevelopment Authority, City of La Porte, Texas, and La Porte
Tax Increment Reinvestment Zone, held a regular joint meeting, open to the public, on Thursday,
February 12, 2026, at 6:00 p.m., in the Council Chambers of City Hall, 604 West Fairmont Parkway,
La Porte, Texas, and the roll was called of the duly appointed members of the Board, to -wit:

and all of the above were present, with the exception of Director Besley, thus constituting a quorum.
Also present were Naina Magon and Linda Clayton, Hawes Hill & Associates, LLC; Matt Daeumer,
Haley Bower, Sherry Rodriguez, Tim Miller, and Jameson Appel, City of La Porte; and Muhammad Ali,
HR Green. Chairman Goodwin called the meeting to order at 6:01 p.m.
RECEIVE PUBLIC COMMENTS.
There were no public comments.
APPROVE MINUTES OF THE JOINT LA PORTE REDEVELOPMENT AUTHORITY AND LA PORTE
TAX INCREMENT REINVESTMENT ZONE MEETING HELD ON DECEMBER 11, 2025.
Upon a motion made by Director Lege, and seconded by Director Estrada, the Board voted
unanimously to approve the Minutes of the December 11, 2025, Board meeting, as presented.
RECEIVE UPDATE AND RECOMMENDATIONS FROM HR GREEN ENGINEERING.
Mr. Ali presented HR Green's Progress Report, included in the Board materials.
a. Lakes at Fairmont Greens Detention.
Mr. Ali reported a pre -construction meeting was conducted with contractor. He reported HR Green
has coordinated with TxDOT on a temporary access driveway and have coordinated with contractor
and HOA on a dewatering plan. He reported once the dewatering plan is finalized a Notice to Proceed
will be provided to the contractor. No action from the Board was required.
b. 16'h Street Intersection.
Mr. Ali reported HR Green has begun detail design of the project. He reported HR Green assisted the
City with information for a H-GAC Grant application. No action from the Board was required.
c. Main Street.
Mr. Ali reported HR Green assisted the City with information for an H-GAC Grant application for the
project. No action from the Board was required.
SYLVAN BEACH PIER.
a. Cobb Fendley Task Order for construction administration services.
Mr. Appel reviewed Cobb Fendley Task Order for construction administration services in the amount
of $15,463.00, included in the Board materials. Upon a motion made by Director Lege, and seconded
by Director Estrada, the Board voted unanimously to approve Cobb Fendley Task Order for
construction administration services relating to the Sylvan Beach Pier project, as presented.
b. Construction Contract with Shirley & Sons Construction Co. for Sylvan Beach Pier
project.
Mr. Appel reported five (5) bids were received for the Sylvan Beach Park Pier Reconstruction project,
a copy of the bid tabulations and Engineer recommendation letter is attached as Exhibit "A". He
reported the lowest qualified bidder was Shirley & Sons Construction Co., Inc. in the amount of
$990,000.00. Upon a motion made by Director Thomson, and seconded by Director Lege, the Board
voted unanimously to award the lowest qualified bidder Shirley & Sons Construction Co., Inc. the
construction contract for the Sylvan Beach Park Pier in the amount of $990,000.00; and authorized
execution of construction contract.
WAVE POOL RENOVATIONS:
a. Pay Application No. 1, City of La Porte Wave Pool Renovations, from Progressive
Commercial Aquatics.
Mr. Miller reviewed Pay Application No.1, City of La Porte Wave Pool Renovations, from Progressive
Commercial Aquatics in the amount of $140,300, included in the Board materials. He reported he
has reviewed the pay application and is recommending it for approval. Upon a motion made by
Director Antone, and seconded by Director Thomson, the Board voted unanimously to approve Pay
Application No.1, City of La Porte Wave Pool Renovations, from Progressive Commercial Aquatics in
the amount of $140,300, as presented.
RECEIVE BOOKKEEPER'S REPORT AND CONSIDER APPROVAL OR OTHER ACTION REGARDING
AUTHORITY INVOICES.
Ms. Magon reviewed the Bookkeeper's Report and invoices for payment, included in the Board
materials. Upon a motion made by Director Remmel, and seconded by Director Antone, the Board
voted unanimously to accept the Bookkeeper's Report and approved payment of invoices, as
presented.
RECEIVE UPDATES FROM THE CITY, DEVELOPERS, AND STAFF ABOUT DEVELOPMENT WITHIN
THE ZONE.
Mr. Daeumer provided updates on development and answered questions. Mr. Miller provided an
update on the Pickle Ball Court project. He reported once the site plan has been finalized we will be
ready to advertise for bids. No action from the Board was required.
ADJOURNMENT.
There being no further business to come before the Board, Chairman Goodwin adjourned the meeting
at 6:34 p.m.

Dear Mr. Appel:
A total of five (5) Bid Proposals were submitted to the City of La Porte on December 16,
2025 for the above referenced project. CobbFendley conducted a comprehensive
evaluation of all proposals which included review of documentation, relevant project
experience, and references provided, as required by the Bid Specifications. After a
thorough analysis of Contractor submitted information, the Apparent Low Bidder
Shirley & Sons Construction Co., Inc. was identified as the lowest responsible bidder.
Based on total value, related project experience, and reference feedback, Shirley &
Sons Construction Co., Inc. is recognized as the Lowest Responsible Bidder.
Therefore, we recommend the contract be awarded to Shirley & Sons Construction
Co., Inc. with a Bid Price of $990,000.00. If you have any questions or require
