The Fiscal Affairs Committee of the City of La Porte met on February 23, 2026,
at the City Hall Council Chambers, 604 West Fairmont Parkway,
La Porte, Texas, at 4:30 p.m.
1. CALL TO ORDER - Chair Engelken called the meeting to order at 4:33 p.m.
2. CITIZEN COMMENT - There were no comments.
3. STATUTORY AGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
November 10, 2025, meeting. [Lee Woodward, City Secretary/PIO]
Member Helton moved to approve the minutes of the November 10, 2025, meeting;
the motion was seconded by Member Engelken; the motion was adopted, 2-0.
b. Quarterly P-Card Report - Presentation, discussion, and possible action to
receive and review September -November 2025 Procurement Card Reports.

Mrs. Daeumer provided a report.
c. First Quarter (FY2026) Investment Report - Presentation, discussion, and
possible action to receive and review the First Quarter FY2026 Investment
Report. [Shelley Wolny, Asst. Finance Director]
Mrs. Wolny presented the report.
4. ADMINISTRATIVE REPORTS - There were no reports.
5. SET DATE FOR NEXT MEETING - Without objection, the next meeting was set for
March 23.
6. COMMITTEE MEMBER COMMENTS
Committee members thanked the Finance team for their work.
