All agenda items are subject to action. 1. Call to Order The Mayor will determine that a quorum of Councilpersons is present and open the business meeting. 2. Invocation and Pledges of Allegiance INVOCATION - The invocation will be given by Pastor Walter Brumley, La Porte River of God Church. PLEDGES - Will be led by Emma Stakes. U.S. Flag Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one and indivisible. 3. Recognitlorls 3.a Texas Police Best Practices Recognition Chief Greg Grigg, with Texas Police Chiefs Association Foundation, will present the La Porte Police Department with a Certificate of Accreditation for the Texas Law Enforcement Best Practices Accreditation Program. The La Porte Police Department has been accredited by this program since 2009. 3.b Recognition of Employees for Years of Service Christopher Nelson, Patrol Officer - 10 years Stephanie Meekins, EMS Lieutenant - 10 years Mark Roznovak, PO Sergeant -15 years Matt Davidson, PD Sergeant -15 years 4. Citizen Comment State law provides that members of the public may speak before the Council considers an item of business. Complete a sign up sheet before speaking. (Generally limited to five minutes per person; the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action during this portion of the agenda. Items may be requested for future agendas in accordance with the adopted Rules of Procedure. 5. Presentations Non-standard updates from staff and community partners may periodically appear here. 5.a Port Houston Presentation Presentation by Callie Barnes, Director of Freight Mobility of Port Houston, on the Port of Houston Authority's roadway needs and priorities. Consent Agenda Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting. 6.a Approve the minutes of the regular City Council meeting held on March 9, 2026. [Lee Woodward, City Secretary/PIO] 6.b Award Bid 20006 Award Bid 26006 "Multi -Facility Roofing Project" to South Texas BuildCon, LLC and authorize the City Manager to execute a construction contract in the amount of $511,707.00 and provide a construction contingency of $60,000.00, for a total authorization of $571,707.00. [Ray Mayo, Director of Public Works] 6.c Ordinance20265030 Adopt Ordinance 2026-5036 vacating, abandoning and closing the alleyway between Lots 1-16 and Lots 17-32 in Block 686 of the Town of La Porte subdivision, Harris County, Texas, and authorizing the execution and delivery of a deed to the adjoining landowner. [Ryan Hvitlek, Director of Planning & Development] 6.d Resolution 2026-10 Approve Resolution 2026-10 suspending for forty-five (45) days the effective date proposed by CenterPoint Energy Resources Corp., d/b/a CenterPoint Energy Entex and CenterPoint Energy Texas Gas — Texas Coast Division, for an increase in gas utility rates in its application filed with the Texas Railroad Commission on or about February 17, 2026, pursuant to section 104.301 of the Gas Utility Regulatory Act. [Matt Daeumer, Assistant City Manager] 6.e Clly of La Porte 2025 ACFR Accept the Annual Comprehensive Financial Report for the City of La Porte, Texas, Fiscal Year ending September 30, 2025. [Lee Woodward, City Ssc etary/PIO] Page 2 of 4 6.g LPISD ITC polling location judge appointments Approve the appointment of Joyce Hollan as the presiding judge and Beth Wheat as the alternate judge for the LPISD ITC polling location for the May 2, 2026, City of La Porte and LPISD General and Special Elections. Public Hearings and Associated Ordinances State law provides for public hearings on particular items, such as the annual City budget, tax rate, and some land use decisions. Members of the public may speak when the presiding officer calls for comments, without signing up in advance. (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action until the public hearing is closed and the item is placed before them for consideration. 7.a Ordinance 2026-6033 Special Conditional Use Permit (SCUP) #SCUP-2025.0031 The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2026- 5033 for Special Conditional Use Permit (SCUP) #SCUP-2025-0031, for an amendment to SCUP #21-91000005 adopted on September 27, 2021, to prohibit warehouses taller than 65-feet and update architectural design requirements on a 6.94 acre portion of the 14.91 acre Reserve L, within the Planned Unit Development (PUD) zoning district, generally located at the southwest comer of West M Street and State Highway 146, La Porte; Harris County, Texas; followed by discussion and possible action to approve or deny Ordinance 2026-5033 for Special Conditional Use Permit (SCUP) #SCUP-2025-0031, for an amendment to SCUP #21-91000005 adopted on September 27, 2021, to prohibit warehouses taller than 65-feet and update architectural design requirements on a 6.94 acre portion of the 14.91 acre Reserve L, within the Planned Unit Development (PUD) zoning district, generally located at the southwest corner of West M Street and State Highway 146, La Porte; Harris County, Texas. Items of Community Interest Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make a report about items of community interest during a meeting without having given notice of the subject of the report, if no action is taken and, except as provided by Section 551.042, possible action is not discussed regarding the information provided in the report. Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilperson, and City staff, for which no formal action will be discussed. 11. Adjourn Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact the City Secretary's Office (281-470-5021), three working days prior to the meeting for appropriate arrangements. Pursuant to Texas Government Code Sec. 551.127, on a regular, non -emergency basis, members may attend and participate in the meeting remotely by video conference. Should that occur, a quorum of the members will be physically present at the location noted above on this agenda.
