Askins, City Attorney, Lee Woodward, City Secretary The City of La Porte Drainage and Flooding Committee met on February 23, 2026, at the City Hall Council chamber, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. 1. CALL TO ORDER - Chair Martin called the meeting to order at 5:02 p.m. 2. CITIZEN COMMENT - There were no comments. 3. Presentation, discussion, and possible action to approve the minutes of the January 12, 2026, meeting. [Lee Woodward, City Secretary/PIO] Member Engelken moved to approve the minutes of the January 12, 2026. meeting: Member Williams seconded the motion: the motion was adopted, 3-0. 4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action regarding the status of the 100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Mr. Mayo provided an update, noting the dirt removal appears to be proceeding cleanly and efficiently. 5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action regarding Harris County Flood Control District (HCFCD) and Harris County Precinct 2 current and future plans related to Flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Candyce Ward of CobbFendley brought an update on the floodplain maps, noting she expected the maps would not become effective for a couple of years. She said that flood insurance rates are not dependent on which flood zone a structure is located in, although mortgage companies could require flood insurance for areas being newly moved in to some floodplain areas. 6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Mayo provided an update, noting there are eleven projects on the list, with four of them in construction and three of those in design, with the other seven being in the hands of Harris County Flood Control. Jameson Appel discussed paving at Brookglen Phase I, adding that all the drainage and water lines have been installed, and the teams are moving quickly on rebuilding driveways. He says sodding will begin soon and completion is currently slated for this summer, ahead of the contractual deadline. 7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works] Mr. Mayo confirmed for Member Williams that a temporary culvert on H Street did not indicate further street construction. 8. SET NEXT MEETING - Without objection, the next meeting was set for April 13 (no meeting in March). 9.
