OF THE CITY OF LA PORTE

The City of La Porte Drainage and Flooding Committee met on
April 13, 2026, at the City Hall Council chamber,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:01 p.m.
2. CITIZEN COMMENT - There were no comments.
3. Presentation, discussion, and possible action to approve the minutes of the
February 23, 2026, meeting. [Lee Woodward, City Secretary/PIO]
Member Engelken moved to approve the minutes of the February 23, 2026, meeting;
Member Williams seconded the motion, the motion was adopted, 3-0.
4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action
regarding the status of the 100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, as established in
amended interlocal agreement between the City of La Porte and the City of
Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo said the project is approximately 60% complete and ahead of schedule and
he shared drone footage of the site from two weeks ago.
5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to Flooding in the City of La Porte.

Mr. Mayo said Mr. Ratcliff from the Harris County Flood Control District was unable to
attend but that he hoped the City could have a community event on May 26, as there
had not been a groundbreaking for the Brookglen project. Mr. Mayo also addressed a
Houston Chronicle article, saying he did not anticipate the City's projects being
impacted.
6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and
possible action regarding the status of current drainage projects. [Ray Mayo,
Director of Public Works]
Mr. Appel said the Brookglen project is winding down with substantial completion in
June, with some paving, mailboxes, and `second stage' work remaining. He said the
Phase II work is close to being advertised for bidding. Member Engelken said the
residents were requesting new stop signs to match the other new infrastructure.
Mr. Appel said any remaining concerns at Bayside Terrace are being addressed.
7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public Works]
No items were brought forward.
8. SET NEXT MEETING - Without objection, the next meeting was set for May11.
9. COMMITTEE COMMENT - Members offered appreciation of the drone footage.
