BOARD OF DIRECTORS
March 12, 2026
DETERMINE QUORUM; CALL TO ORDER.
The Board of Directors of the La Porte Redevelopment Authority, City of La Porte, Texas, and La Porte Tax Increment Reinvestment Zone, held a regular joint meeting, open to the public, on Thursday, March 12, 2026, at 6:00 p.m., in the Council Chambers of City Hall, 604 West Fairmont Parkway, La Porte, Texas, and the roll was called of the duly appointed members of the Board, to-wit:
Position 1 Peggy Antone, Secretary Position 6 Mark Goodwin, Chairman
Position 2 Barry Beasley Position 7 Mercy Estrada, Vice-Chair Position 3 Joshua Lege Position 8 DeeAnne Thomson Position 4 Brian Kinkopf Position 9 Kristen Lee, Asst. Secretary Position 5 Nicole Havard
and all of the above were present, with the exception of Directors Kinkopf, Goodwin, and Lee, thus
constituting a quorum. Also present were David Hawes, and Linda Clayton, Hawes Hill & Associates,
LLC; Matt Daeumer, Haley Bower, Sherry Rodriguez, and Tim Miller, City of La Porte; Muhammad Ali, HR Green. Vice-Chair Estrada called the meeting to order at 6:03 p.m.
RECEIVE PUBLIC COMMENTS.
There were no public comments.
ACCEPT OATH OF OFFICE AND SWORN STATEMENT OF NEWLY APPINTED BOARD MEMBER TO POSITION 4. The new board member was not present and this item was tabled.
APPROVE MINUTES OF THE JOINT LA PORTE REDEVELOPMENT AUTHORITY AND LA PORTE
TAX INCREMENT REINVESTMENT ZONE MEETING HELD ON FEBRUARY 12, 2026. Upon a motion made by Director Lege, and seconded by Director Thomson, the Board voted
unanimously to approve the Minutes of the February 12, 2026, Board meeting, as presented.
RECEIVE UPDATE AND RECOMMENDATIONS FROM HR GREEN ENGINEERING. Mr. Ali presented HR Green's Progress Report, included in the Board materials.
a.Lakes at Fairmont Greens Detention.
Mr. Ali reported HR Green coordinated with contractor and HOA the dewatering plan. He reported a
Notice to Proceed was issued to the contractor to proceed on March 18, 2026. No action from the Board was required.
b.16th Street Intersection.
Mr. Ali reported 90% plans will be submitted at the end of April. No action from the Board was required.
