OF THE CITY OF LA PORTE

The City of La Porte Drainage and Flooding Committee met on May 11, 2026,
at the City Hall Council chamber, 604 West Fairmont Parkway,
La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:03 p.m.
2. CITIZEN COMMENT - There were no comments.
3. Presentation, discussion, and possible action to approve the minutes of the
April 13, 2026, meeting. [Lee Woodward, City Secretary/PIO]
Member Engelken moved to approve the minutes of the April 13, 2026, meeting;
Member Williams seconded the motion, the motion was adopted, 3-0.
4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action
regarding the status of the100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, as established in
amended interlocal agreement between the City of La Porte and the City of
Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo noted progress was very good, about 85% complete, and that the project
could be done by July or August instead of October.
5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to Flooding in the City of La Porte.

Jeremy Ratcliff of the Harris County Flood Control District (HCFCD) said construction
was ongoing for the Brookglen South Detention Pond, with completion anticipated in
December. He said there would be groundbreaking May 26 at 10 a.m. and would
provide complete invitation details.
Mr. Ratcliff confirmed the countywide CDBG projects (both for disaster recovery and
for mitigation) are not in danger of losing funding. He said the first local mowing cycle
would begin in late May and that there will be three across the summer. Chair Martin
asked about cleaning of Little Cedar Bayou and bayous near the Shady River
Subdivision and Mr. Ratcliff said he could review it with Mr. Mayo.
6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and
possible action regarding the status of current drainage projects. [Ray Mayo,
Director of Public Works]
Mr. Mayo said HCFCD has cleared Little Cedar Bayou from 8th Street to Broadway in
2023. Mr. Appel said the City's Brookglen Phase II drainage improvements project is
currently out for bid. Member Engelken requested new street signs on behalf of
neighbors. Regarding Phase I, Mr. Appel said they were about five to six weeks from
a substantial completion walk and then a final close out.
7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public Works]
Chair Martin asked about projects in Shoreacres and Mr. Ratcliff said the District had
met with their leadership but did not have right-of-way to take action. He agreed to
look in to them again with the City of La Porte [after consolidation occurs this evening].
Member Williams asked that 11118 N. P Street be addressed and requested an update
on a cleanout on the address behind that property.
8. SET NEXT MEETING -Without objection, the next meeting was set for June 8.
9. COMMITTEE COMMENT - Members thanked staff and Mr. Ratcliff.
