Consent Agenda Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting. 5.a Approval of the minutes of the May 11, 2026, City Council meeting. [Lee Woodward, City Secretary/PIO] 5.b Professional Services Agreement with Geosyntec Consultants Authorize the City Manager to execute a professional services agreement with Geosyntec Consultants, Inc. to perform a feasibility study and needs assessment for a future solid waste transfer station, with a total authorization of $243,200.00. [Ray Mayo, Director of Public Works] 5.c Keep La Porte Beautiful Committee appointments Approve the reordering of the alternate members on the Keep La Porte Beautiful Committee and new appointments of Connie Ramirez and Colleen Row to positions on the Keep La Porte Beautiful Committee. [Rick Helton, Mayor] 5.d Reject Bids Reject all bids for Bid #26011 "Repairs to Existing Concrete Fire Training Building". [Cherell Daeumer, Purchasing Manager] 5.e Hazard Mitigation Plan Adopt a resolution accepting the 2025 Harris County Multi-Jurisdictional Hazard Mitigation Plan. [Johnny Morales, Emergency Management Coordinator] 5.f Guardify Agreement for Cloud Storage Authorize the City Manager to execute a 6-year contract with Guardify, Inc. for the implementation of a cloud-based storage solution for La Porte Police Department, year one zero expense, year two $23,005.85, year three $25,144.85, year four $25,354.85, year five $25,564.85, year six $25,774.85, for a total expenditure of $124,845.25. Public Hearings and Associated Ordinances State law provides for public hearings on particular items, such as the annual City budget, tax rate, and some land use decisions. Members of the public may speak when the presiding officer calls for comments, without signing up in advance. (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action until the public hearing is closed and the item is placed before them for consideration. 6.a Ordinance 2026-5042 Chapter 106 (Zoning)Amendment The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to approve Ordinance 2026-5042 amending Section 106-741 (i) "General Provisions" of the Code of Page 2 of 5 Ordinances of the City of La Porte, Texas, to establish a minimum 1-foot side setback for permanent standby generators; followed by discussion and possible action to approve or deny Ordinance 2026-5042 amending Section 106-741(i) "General Provisions" of the Code of Ordinances of the City of La Porte, Texas, to establish a minimum 1-foot side setback for permanent standby generators. [Ryan Hvitlok, Director of Planning and Development] 7. Statutory Agenda Councilpersons will engage in debate in accordance with their adopted parliamentary authority. Members of the public may be permitted to answer questions from the Council or provide information if requested by the Council (either without objection or on a majority vote in favor). 7.a Ordinance 2026-5044 - FY2026 Budget Amendment Presentation, discussion, and possible action to adopt Ordinance 2026-5044 approving an amendment to the City's Fiscal Year 2025-26 Budget in the cumulative amount of $1,479,042.00 in the General Fund, Utility Fund, and Utility CIP Fund to cover costs and expenses necessitated by the consolidation of the City of Shoreacres, Texas, with the City of La Porte, Texas. [Shelley Wolny, Assistant Finance Director] 7.b Airport Lease for TailWorks LLC. Presentation, discussion, and possible action to authorize the Mayor to execute a lease agreement between the City of La Porte, Texas, and TailWorks, LLC for rental of space at the La Porte Municipal Airport for an initial twenty- (20-) year term and two five- (5-) year extensions. [Ray Mayo, Director of Public Works] 7.c Nominations and adoption of Ordinance 2026-5040 for the election of a mayor pro tem for 2026-2027. [Lee Woodward, City Secretary/PIO] 7.d Presentation, discussion, and possible action to provide administrative staff direction regarding regulation of placement of signs on City of La Porte property. [Mayor Pro Tern McCaulley and Councilpersons Martin and McLamn] 8. Reports Presentation on major projects and/or departures from current practices are often provided here. Reports from selected committees and periodic updates may also be provided. 8.a Report of the Facilities Naming Committee meeting held on June 8, 2026. [Councilperson Martin] 8.c Administrative Reports [Corby Alexander] • Update on open staff positions • Animal Shelter statistics • Consolidation update 9. Items of Community Interest Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make a report about items of community interest during a meeting without having given notice of Page 3 of 5 the subject of the report, if no action is taken and, except as provided by Section 551.042, possible action is not discussed regarding the information provided in the report. Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed. 10. Executive Session The portion of the Texas Gov't. Code known as the Texas Open Gov't. Act (TOMA, TGC Ch. 551) provides a limited set of circumstances that allow the Council to meet in a session closed to the public. The Council will first meet in an open session, announce the exception that allows it to meet in a closed session, and announce the time it is convening in closed session. The Council will post executive sessions it is aware of in advance, but may go into an executive session if a situation arises during a meeting that calls for an appropriate exception. The Council will convene in executive session without a vote unless an objection is raised by a member of the Council. If, during the course of the meeting and discussion of any items covered by this notice, City Council determines that a closed or executive session of the Council is required, then such closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section 551.071 consultation with counsel on legal matters; Section 551.072- deliberation regarding purchase, exchange, lease or value of real property; Section 551.073 - deliberation regarding a prospective gift; Section 551.074 -personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; Section 551.076 - implementation of security personnel or devices; Section 551.087 - deliberation regarding economic development negotiation; Section 551.089 - deliberation regarding security devices or security audits, and/or other matters as authorized under the Texas Government Code. If a closed or executive session is held in accordance with the Texas Government Code as set out above, the City Council will reconvene in open session in order to take action, if necessary, on the items addressed during executive session. 10.a Pending or Contemplated Litigation Texas Government Code Sec. 551.071(1)(A)-Pending or Contemplated Litigation - The City Council will meet in closed session with the City Attorney and City Manager to discuss the case of Walter Gant, 111 vs. City of Shoreacres, Texas, Cause No. 202631321, 333rd District Court. 11. Reconvene The Council will reconvene in open session and consider action, if any, on item(s) discussed in executive session. Only action of the Council decided on in an open session is legal. The Council will announce the time it reconvenes before resuming consideration or adjourning. 12. Adjourn Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact the City Secretary's Office (281-470-5021), three working days prior to the meeting for appropriate arrangements. Pursuant to Texas Government Code Sec. 551.127, on a regular, non-emergency basis, members may attend and participate in the meeting remotely by video conference. Should that occur, a quorum of the members will be physically present at the location noted above on this agenda.
