A RESOLUTION OF THE CITY COUNCIL OF LA PORTE, TEXAS, AUTHORIZING THE
SUBMITTAL OF AN APPLICATION TO THE TEXAS GENERAL LAND OFFICE FOR FUNDING
THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT —DISASTER RECOVERY
DISASTER RECOVERY REALLOCATION PROGRAM RELATED TO HURRICANE HARVEY,
DR-4332, FOR THE LA PORTE OUTDOOR WARNING SIRENS PROJECT; AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THE
CDBG-DR FUNDING; AND PROVIDING AN EFFECTIVE DATE THEREOF.
WHEREAS, the Texas General Land Office has invited the City of La Porte, Texas, to
apply for funding through the Community Development Block Grant —Disaster Recovery (CDBG-
DR) Disaster Recovery Reallocation Program for Hurricane Harvey, DR-4332, for an eligible
emergency communications equipment project in an amount up to $1,000,000; and
WHEREAS, the City of La Porte proposes to submit an application for the City of La Porte
Outdoor Warning Sirens Project to replace and modernize permanently affixed outdoor waming
siren infrastructure and associated emergency communications equipment; and
WHEREAS, the City of La Porte was impacted by Hurricane Harvey, DR-4332, and
remains exposed to associated coastal and community hazards, including hurricanes, severe
weather, flooding, hazardous materials incidents, industrial emergencies, and other threats to life
and safety, and the City Council finds that the Outdoor Warning Sirens Project will support public
health, safety, disaster recovery, and community resilience by improving the City's ability to
provide reliable and redundant emergency communications;
WHEREAS, the Texas General Land Office requires the City to document a local
commitment equal to ten percent (10%) of the CDBG-DR funds requested toward eligible project
costs as identified in the application budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE,
TEXAS, AS FOLLOWS:
SECTION 1. The City Council authorizes the submission of an application to the Texas
General Land Office for Community Development Block Grant —Disaster Recovery Disaster
Recovery Reallocation Program funding related to Hurricane Harvey, DR-4332, for the City
of La Porte Outdoor Warning Sirens Project.
SECTION 2. The City Manager is authorized to execute all documents necessary for the
application, acceptance, implementation, administration, amendment, and closeout of the
grant.
SECTION 3. The City Council authorizes a local commitment of 10% toward eligible project
costs, subject to final application requirements, budget approval, grant award, and
compliance with applicable federal, state, and local requirements.
SECTION 4. This Resolution shall take effect immediately upon its passage and approval.
