Notice is hereby given of at regular meeting of the La Porter City Council to be held c n July 13, 2026,
at 6=00 p_m_ in the City Hail Council Chamber, 604 West Fairmont Parkway, La Porter, Texaa, for the
purpose of considering the following agenda items_All agenda items are subject to action_
1_ Call to Order

3_ Citizen Comment
State law provides that members of the public may speak before the Council considers an

other considerations.) Members of the Counci/ may ask questions or make statements of
fact in response to comments but are not obligated to respond and will not participate in

Presentation from KKC regarding their analysis of the City's current zoning and
development regulations (Chapters 106 and 86 of the Code of (Drdinances). [Ryan

5. Consent Agenda
Approval of Consent Agenda items authorizes each to be implemented in accordance with
staff recommendations provided. An item may be removed from the Consent Agenda and
added to the Statutory Agenda for full discussion upon request by a member of the Council
present at this meeting.
5.a Approve the minutes of the June 22, 2026, City Council meeting. [Lee Woodward,

5.b Ordinance 2026-5052 -Alternate Judge
Adopt Ordinance 2026-5052 to appoint Kelly Benavides as an alternate judge to the
City of La Porte Municipal Court of Record for the unexpired term expiring on
September 30, 2028. [Janikka Bratton, Municipal Court Judge]
5.c Appoint/reappoint members of boards, committees, and commissions. [Lee
Woodward, City Secretary]
5.d Hams County Transit Authority Fixed Bus Route Agreement
Authorize the Mayor to execute an interlocal agreement between Harris County and
the City of La Porte, Texas, for local bus transit services with an expenditure of
$85,000.00 for the period of twelve (12) months with two (2) automatic additional one-

5.e Approve Purchases of Solid Waste Equipment
Approve the purchases of heavy trash and garbage collection equipment from
Houston Freightliner through BuyBoard Contract HT06-20 for a total expenditure of

5.f Resolution 2026-14 - SETH
Adopt Resolution 2026-14 to approve the assignment of private activity bond
authority to the Texas Department of Housing and Community Affairs in accordance
with Texas Government Code Sec. 1372.044. [Matt Daeumer, Assistant City
Manager]
5.g Approve Commercial Solid Waste Rate Increase
Approve a 3.81% cost of living rate adjustment to commercial dumpster service fees
to take effect November 1 , 2026, in accordance with contract between GFL
Environmental and the City of La Porte, Texas. [Ray Mayo, Director of Public Works]
5.h Resolution 2026-11 - Hazard Mitigation Plan
Adopt Resolution 2026-11 , a resolution adopting the 2025 Harris County Multi-
Jurisdictional Hazard Mitigation Plan. [Johnny Morales, Emergency Management

5.i Brookglen Drainage Improvements Phase II - Construction Materials Testing
Authorize the City Manager to execute a professional services contract between the
City of La Porte, Texas, and Terracon Consultants, Inc., for construction materials
testing for the Brookglen Drainage Improvements Phase II project, in the amount of

5.j Main Street Water Tower Lighting
Authorize the City Manager to execute a construction contract between the City of La
Porte, Texas, and National LED to provide equipment and lighting installation for
Main Street Water Tower through BuyBoard Contract #779-25 in the amount of
$113,800.00 and provide a construction contingency of $939.00 for a total
authorization of 114,739.00. [Ray Mayo, Director of Public Works]
6. Public Hearings and Associated Ordinances
State law provides for public hearings on particular items, such as the annual City budget,
tax rate, and some land use decisions. Members of the public may speak when the presiding
officer calls for comments, without signing up in advance. (Generally limited to five minutes
per person; in accordance with state law, the time may be reduced if there is a high number
of speakers or for other considerations.)
Members of the Council may ask questions or make statements of fact in response to
comments but are not obligated to respond and will not participate in debate or take action
until the public hearing is closed and the item is placed before them for consideration.
6.a Public Hearing on Emergency Services District Fiscal Year 2026 - 2027 Adopted
Budget
The City Council will hold a public hearing to receive comments on the proposed
budget of the La Porte Fire Control, Prevention, and Emergency Medical Services
District for Fiscal Year 2026-27, as approved by the La Porte Fire Control,
Prevention, and Emergency Medical Services District Board of Directors at its
meeting held on June 16, 2026; followed by discussion and possible action to
approve or deny the Fiscal Year 2026-27 proposed budget of the La Porte Fire
Control, Prevention, and Emergency Medical Services District. [Chris Pettis, Fire

6.b Chapter 106 Amendment- Section 106-746 "Location of Heavy Truck Uses"
The City Council will hold a public hearing to receive comments regarding a
recommendation by the Planning & Zoning Commission to adopt Ordinance 2026-
5050 on proposed amendments to Chapter 106 "Zoning" of the Code of Ordinances
of the City of La Porte, Texas, by amending Sec. 106-746 "Location of Heavy Truck
Uses" by adding 1 ) West Main Street/Spencer Highway from South 16th Street
approximately 1,000 feet west to the rail line corridor, and 2) West A Street from
South 16th Street approximately 630 feet west to its terminus, to the high frequency
truck route; followed by discussion and possible action on the same. [Ryan Hvitlok,

7. Statutory Agenda
Councilpersons will engage in debate in accordance with their adopted parliamentary
authority. Members of the public may be permitted to answer questions from the Council or
provide information if requested by the Council (either without objection or on a majority vote
in favor).

Presentation, discussion, and possible action to make nominations to the Texas
Municipal League's Intergovernmental Risk Pool Board of Trustees. [Lee Woodward,

Presentation, discussion, and possible action to authorize the City Manager to
execute an agreement between the City of La Porte, Texas and Higginbotham
Insurance Agency, Inc. to serve as the City of La Porte's employee benefits

7.d Dangerous Buildings -4901 Valley View Drive
Presentation from the Dangerous Building Inspections Board on inspection results for
building located at 4901 Valley View Drive, La Porte, Texas, followed by discussion
and possible action authorizing administrative staff to notify the owner of the
determination of the Dangerous Building Inspections Board that the building at 4901
Valley View Drive, La Porte, Texas, is dangerous, and to schedule a public hearing.

7.e Ordinance 2026-5043 - Feeding Feral Ducks and Feral Cats
Presentation, discussion, and possible action to approve Ordinance 2026-5043,
amending Chapter 14, "Animals" of the City of La Porte Code of Ordinances, to
regulate the feeding of feral ducks and feral cats. [Scott Pullig, Chief of Police]
7.f Ordinance 2026-5047 - Street and Alley Closure (SAC) Request#SAC-2025-0016
and #SAC-2026-0003
Presentation, discussion, and possible action to adopt Ordinance 2026-5047 for
approval of Street and Alley Closure SAC-2025-0016 and SAC-2026-0003 for the
purpose of vacating, abandoning, and closing the North Iowa Street 60-foot right-of-
way between Barbours Cut Boulevard and North E Street and consisting of
approximately 24,000 square feet, and the north half of North E Street 60-foot right-
of-way between North Broadway Street and center line of North Iowa Street, La
Porte, Harris County, Texas and consisting of approximately 8,800 square feet. [Matt

7.g Brookglen Drainage Improvements Phase II - Construction Award
Presentation, discussion, and possible action to award construction bid #26012 for
the Brookglen Drainage Improvements Phase II project and authorize the City
Manager to execute a contract with Tandem Services, LLC, awarding a total bid of
$6,957,404.00 with a construction contingency of $500,000.00 for a total amount of

7.h Ordinance 2026-5051 -Authorized Emergency Vehicles
Presentation, discussion, and possible action to adopt Ordinance 2026-5051 ,
designating City of La Porte Emergency Management vehicles as authorized
emergency vehicles for purposes of Texas Transportation Code Section 541.201 and
authorizing submission of the designated vehicles to the Harris County Toll Road
Authority for authorized emergency vehicle verification. [Johnny Morales, Emergency

9. Items of Community Interest
Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make
a report about items of community interest during a meeting without having given notice of
the subject of the report, if no action is taken and, except as provided by Section 551.042,
possible action is not discussed regarding the information provided in the report. Hear
announcements concerning matters appearing on the agenda; items of community interest;
and/or inquiries of staff regarding specific factual information or existing policy from the
Mayor, Councilpersons, and City staff, for which no formal action will be discussed.
10. Executive Session
The portion of the Texas Gov't. Code known as the Texas Open Gov't. Act(TOMA, TGC Ch.
551) provides a limited set of circumstances that allow the Council to meet in a session
closed to the public. The Council will first meet in an open session, announce the exception
that allows it to meet in a closed session, and announce the time it is convening in closed
session. The Council will post executive sessions it is aware of in advance, but may go into
an executive session if a situation arises during a meeting that calls for an appropriate
exception.
The Council will convene in executive session without a vote unless an objection is raised by
a member of the Council.
If, during the course of the meeting and discussion of any items covered by this notice, City
Council determines that a closed or executive session of the Council is required, then such
closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section
551.071 consultation with counsel on legal matters; Section 551.072 - deliberation regarding
purchase, exchange, lease or value of real property; Section 551.073 - deliberation
regarding a prospective gift; Section 551.074 -personnel matters regarding the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or
employee; Section 551.076 - implementation of security personnel or devices; Section
551.087 - deliberation regarding economic development negotiation; Section 551.089 -
deliberation regarding security devices or security audits, and/or other matters as authorized
under the Texas Government Code. If a closed or executive session is held in accordance
with the Texas Government Code as set out above, the City Council will reconvene in open
session in order to take action, if necessary, on the items addressed during executive
session.
10.a Texas Government Code Section 551.074- Personnel Matters
Texas Government Code Section 551 .074 - Personnel Matters - Deliberation
regarding the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee. City Council will meet in
closed session with City Secretary Lee Woodward.
11. Reconvene
The Council will reconvene in open session and consider action, if any, on item(s) discussed
in executive session. Only action of the Council decided on in an open session is legal. The
Council will announce the time it reconvenes before resuming consideration or adjourning.

12. Adjourn
Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or
services are requested to contact the City Secretary's Office (281-470-5021), three working
days prior to the meeting for appropriate arrangements.
Pursuant to Texas Government Code Sec. 551 .127, on a regular, non-emergency basis,
members may attend and participate in the meeting remotely by video conference. Should
that occur, a quorum of the members will be physically present at the location noted above
on this agenda.
