fact in response to comments but are not obligated to respond and will not participate in

5.a Gulf Coast Protection District Presentation
Presentation by Michel Bechtel, Vice President of the Gulf Coast Protection District

6. Consent Agenda
Approval of Consent Agenda items authorizes each to be implemented in accordance with
staff recommendations provided. An item may be removed from the Consent Agenda and
added to the Statutory Agenda for full discussion upon request by a member of the Council
present at this meeting.
6.a Approve the minutes of the July 13, 2026, City Council meeting. [Lee Woodward, City

6.c Set Date for Public Hearing on the Fiscal Year 2026-27 Proposed Budget
Approve the recommended date of September 14, 2026, for the Public Hearing on
the City of La Porte, Texas' 2026-2027 Fiscal Year Proposed Budget. [Shelley Wolny,

6.d Certify Ad Valorem Tax Collection Rate
Receive report from tax assessor regarding the anticipated combined 2026 Ad
Valorem tax collection rate of for the City of La Porte, Texas. [Michael Dolby, Finance

6.e Meet and Confer Pay Scale
Approve adoption of the proposed 2026-27 pay scale for positions covered by the
Meet and Confer Agreement between the City of La Porte, Texas, and the La Porte
Police Officers Association. [Matt Hartleib, HR Manager]
6.f Brookglen Parking Lot- Construction Award
Authorize the City Manager to execute a construction contract between the City of La
Porte, Texas, and Brooks Concrete Inc. for the expansion of the Brookglen
Community Center Parking Lot, and awarding a total bid of $164,181 .72 with a
construction contingency of $30,000.00 for a total expenditure of $194,181 .72.

7. Public Hearings and Associated Ordinances
State law provides for public hearings on particular items, such as the annual City budget,
tax rate, and some land use decisions. Members of the public may speak when the presiding
officer calls for comments, without signing up in advance. (Generally limited to five minutes
per person; in accordance with state law, the time may be reduced if there is a high number
of speakers or for other considerations.)
Members of the Council may ask questions or make statements of fact in response to
comments but are not obligated to respond and will not participate in debate or take action
until the public hearing is closed and the item is placed before them for consideration.
7.a Ordinance 2026-5053 for Special Conditional Use Permit (SCUP)#SCUP-2026-0004

The City Council will hold a public hearing to receive comments regarding a
recommendation by the Planning & Zoning Commission to adopt Ordinance 2026-
5053 for Special Conditional Use Permit #SCUP-2026-0004, a request by Heather
Carter, applicant, on behalf of KBK Petroleum Inc., owner, to allow Pet Care (Except
Veterinary) Services (NAICS 812910) on approximately 0.91 acres of land within the
Neighborhood Commercial (NC) zoning district and located at 9805 W. Fairmont
Parkway, Suite A , La Porte, Harris County, Texas (HCAD Parcel No. 023-146-000-
0798) followed by discussion and possible action on the same. [Matt Daeumer,

7.b Chapter 106 Amendment-Section 106-746 "Location of Heavy Truck Uses"
The City Council will hold a public hearing to receive comments regarding a
recommendation by the Planning & Zoning Commission to adopt Ordinance 2026-
5054 on proposed amendments to Chapter 106 "Zoning" of the Code of Ordinances
of the City of La Porte, Texas, by amending Sec. 106-746 "Location of Heavy Truck
Uses" by adding West M Street from S. 16th Street west to the terminus at the rail
line, for an approximate distance of 640 feet, to the high frequency truck route;
followed by discussion and possible action on the same. [Matt Daeumer, Assistant

8. Statutory Agenda
Councilpersons will engage in debate in accordance with their adopted parliamentary
authority. Members of the public may be permitted to answer questions from the Council or
provide information if requested by the Council (either without objection or on a majority vote
in favor).
8.a Appointment to SETH Finance Corporation Board of Directors
Presentation, discussion, and possible action to appoint Pinkie Ned as the City's
representative to the SETH Finance Corporation Board of Directors beginning
September 1, 2026, and setting the term length of the appointment.
8.b Facility Naming
Presentation, discussion, and possible action to adopt Ordinance 2026-5049 naming
the real property located at 113 South 2 nd Street, La Porte, Texas asLa Porte

8.c Park Dedication
Presentation, discussion, and possible action to adopt Ordinance 2026-5048
dedicating a 0.215-acre tract of land located at 113 South 2nd Street, legally described
as lots Eight (8), Nine (9), and Ten (10) block Thirty-Eight (38), Town of La Porte, as
a public park to be known as La Porte Veterans Park and amending Chapter 50
"Parks and Recreation" of the City of La Porte Code of Ordinances to add said park
to the city park system and to update existing park names and addresses. [Haley

8.d Incentive Agreement
Presentation, discussion, and possible action to approve expenditure of the La Porte
Development Corporation in an amount not to exceed $850,000.00 in connection with

8.e Northwest Basketball Pavilion
Presentation, discussion, and possible action to authorize the City Manager to
execute a contract with Kraftsman Commercial Playgrounds and Water Parks utilizing
BuyBoard Contract No. 781-25 in the amount of$449,247.29 for the surfacing of two
full-size basketball courts, installation of new basketball goals, and construction of a
lighted pavilion over the courts with a contingency in the amount of $44,925.71 for a
total authorization of $494,173.00 [Tim Miller, Director, Parks & Recreation]
8.f Redistricting
Presentation, discussion, and possible action to 1) authorize the city manager to
execute a contract with the firm of Bickerstaff, Heath, Delgado & Acosta, LLC to
prepare plan for redistricting of La Porte City Council single-member districts effective
for the May 2027 municipal election, and/or 2) form a Redistricting Advisory
Committee, in connection with the consolidation of the City of Shoreacres, Texas,
with the City of La Porte, Texas, in May of 2026. The City Council reserves the right
to convene in executive session to discuss legal issues associated therewith in
accordance with Texas Government Code Sec. 551 .071(2) - Consultation with

10. Items of Community Interest
Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make
a report about items of community interest during a meeting without having given notice of
the subject of the report, if no action is taken and, except as provided by Section 551.042,
possible action is not discussed regarding the information provided in the report. Hear
announcements concerning matters appearing on the agenda; items of community interest;
and/or inquiries of staff regarding specific factual information or existing policy from the
Mayor, Councilpersons, and City staff, for which no formal action will be discussed.
11. Executive Session
The portion of the Texas Gov't. Code known as the Texas Open Gov't. Act (TOMA, TGC Ch.
551) provides a limited set of circumstances that allow the Council to meet in a session

closed to the public. The Council will first meet in an open session, announce the exception
that allows it to meet in a closed session, and announce the time it is convening in closed
session. The Council will post executive sessions it is aware of in advance, but may go into
an executive session if a situation arises during a meeting that calls for an appropriate
exception.
The Council will convene in executive session without a vote unless an objection is raised by
a member of the Council.
If, during the course of the meeting and discussion of any items covered by this notice, City
Council determines that a closed or executive session of the Council is required, then such
closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section
551.071 consultation with counsel on legal matters; Section 551.072 - deliberation regarding
purchase, exchange, lease or value of real property; Section 551.073 - deliberation
regarding a prospective gift; Section 551.074 -personnel matters regarding the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or
employee; Section 551.076 - implementation of security personnel or devices; Section
551.087 - deliberation regarding economic development negotiation; Section 551.089 -
deliberation regarding security devices or security audits, and/or other matters as authorized
under the Texas Government Code. If a closed or executive session is held in accordance
with the Texas Government Code as set out above, the City Council will reconvene in open
session in order to take action, if necessary, on the items addressed during executive
session.
11.a Texas Government Code Section 551.074- Personnel Matters
Texas Government Code Section 551.074 - Personnel Matters - Deliberation
regarding the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee. City Council will meet in
closed session with City Manager Corby Alexander.
12. Reconvene
The Council will reconvene in open session and consider action, if any, on item(s) discussed
in executive session. Only action of the Council decided on in an open session is legal. The
Council will announce the time it reconvenes before resuming consideration or adjourning.
13. Adjourn
Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or
services are requested to contact the City Secretary's Office (281-470-5021), three working
days prior to the meeting for appropriate arrangements.
Pursuant to Texas Government Code Sec. 551.127, on a regular, non-emergency basis,
members may attend and participate in the meeting remotely by video conference. Should
that occur, a quorum of the members will be physically present at the location noted above
on this agenda.
