[Jameson Appel, Assistant Director Public Works] 4.c Renew Telematics Contract with Samsara Inc. Authorize the City Manager to execute a service contract between the City of La Porte, Texas, and Samsara, Inc. for fleet telematics for a three-year term not to exceed annual budgeted amounts, through Sourcewell Contract #102924-SAM. [Ray Mayo, Director of Public Works] 4.d Resolution 2026-16 TWDB grant Adopt Resolution 2026-16 supporting an application to the Texas Water Development Board (TWDB) for funding through the Water Supply and Infrastructure Grant Program, for the Fairmont Park Water Storage Tank Project. [Ray Mayo, Director of Public Works] 4.e Approve Operator's Agreement with La Porte Area Water Authority Authorize the Mayor to execute a renewal of the Operator's Agreement between La Porte Area Water Authority and the City of La Porte, Texas, for an initial three-year period commencing October 1 , 2026, with a possible three-year extension. [Ray Mayo, Director of Public Works] 4.f Purchase of Mowing Equipment Approve purchases of Street Department Mowing Equipment through BuyBoard Contract #806-26 and Sourcewell Contract #112624-DAC totaling $324,532.99 [Ray Mayo, Director of Public Works] 4.g Fire Bum Building - Construction Repair Authorize the City Manager to execute a construction contract between the City of La Porte, Texas, and Aluminum Maintenance Systems of Texas for repairs to the Fire Burn Building and awarding a total bid of $174,147.00 with a construction contingency of $40,000.00 for a total amount of $214,147.00. [Rick Helton, Mayor] 5.b Fiscal Year 2026-2027 Budget Presentation, discussion, and possible action regarding the City of La Porte, Texas' Fiscal Year 2026-2027 Proposed Budget. [Corby Alexander, City Manager] Taxpayer Impact Statement Page 2 of 4 L House Bill 1522, passed by the 89th Texas Legislature, amends section 551 .043 of the Texas Government Code to require that the notice of a meeting required to be posted under section 551 .043(a) of the Texas Open Meetings Act, at which a governmental body will discuss or adopt a budget for the governmental body, must include a taxpayer impact statement showing, for the median-valued homestead property, a comparison of the property tax bill in dollars pertaining to the property for the current fiscal year to an estimate of the property tax bill in dollars for the same property for the upcoming fiscal year, if the proposed budget is adopted. The statement shows the estimated annual property tax bill for a median-valued homestead in La Porte, Texas ($191 ,253.00), comparing the current tax rate, the proposed tax rate, and the no-new-revenue tax rate. Code Sec. 551.0415, the Council may receive from staff and/or may make a report about items of community interest during a meeting without having given notice of the subject of the report, if no action is taken and, except as provided by Section 551.042, possible action is not discussed regarding the information provided in the report. Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed. 8.
