Askins, City Attorney: Lee Woodward, City Secretary The City Council of the City of La Porte held a regular meeting on August 10, 2026, at the City Hall Council Chamber, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. 1. Call to Order - Mayor Helton called the meeting to order at 6:00 p.m. 2. Invocation and Pledges of Allegiance Pastor Doug Harris provided an invocation and Cristiano Garay led the pledges. 3. Citizen Comment - There were no comments. 4. Consent Agenda a. Approve the minutes of the July 27, 2026, City Council meeting. [Lee Woodward, City Secretary/PIO] b. Northside Drainage Improvements Phase III - Design Services -Authorize the City Manager to execute a professional services agreement between the City of La Porte, Texas, and Cobb, Fendley and Associates, Inc. in the amount of $287,127.00 for engineering services in connection with Northside Drainage Improvements Phase III project. [Jameson Appel, Assistant Director Public Works] c. Renew Telematics Contract with Samsara Inc. - Authorize the City Manager to execute a service contract between the City of La Porte, Texas, and Samsara, Inc. for fleet telematics for a three-year term not to exceed annual budgeted amounts, through Sourcewell Contract #102924-SAM. [Ray Mayo, Director of Public Works] d. Resolution 2026-16 TWDB grant - Adopt Resolution 2026-16 supporting an application to the Texas Water Development Board (TWDB) for funding through the Water Supply and Infrastructure Grant Program, for the Fairmont Park Water Storage Tank Project. Approve Operator's Agreement with La Porte Area Water Authority - Authorize the Mayor to execute a renewal of the Operator's Agreement between La Porte Area Water Authority and the City of La Porte, Texas, for an initial three-year period commencing October 1, 2026, with a possible three-year extension. Purchase of Mowing Equipment - Approve purchases of Street Department Mowing Equipment through BuyBoard Contract #806-26 and Sourcewell Contract #112624-DAC totaling $324,532.99 [Ray Mayo, Director of Public Works] g. Fire Burn Building - Construction Repair - Authorize the City Manager to execute a construction contract between the City of La Porte, Texas, and Aluminum Maintenance Systems of Texas for repairs to the Fire Burn Building and awarding a total bid of $174,147.00 with a construction contingency of $40,000.00 for a total amount of $214,147.00. [Jameson Appel, Assistant Director Public Works] Councilperson Engelken moved to approve the consent agenda; Councilperson Bentley seconded the motion; the motion was adopted, 8-0. 5. Statutory Agenda a. Presentation, discussion, and possible action on composition of a Redistricting Advisory Committee and nominations and/or appointments to same. [Rick Helton, Mayor] Without objection, the Council aqreed to make appointments of individuals (at the next Council meeting) who lived within each member's district (for district positions) and not to nominate themselves or their family members. b. Fiscal Year 2026-2027 Budget - Presentation, discussion, and possible action regarding the City of La Porte, Texas' Fiscal Year 2026-2027 Proposed Budget. [Corby Alexander, City Manager] Taxpayer Impact Statement House Bill 1522, passed by the 89th Texas Legislature, amends section 551.043 of the Texas Government Code to require that the notice of a meeting required to be posted under section 551.043(a) of the Texas Open Meetings Act, at which a governmental body will discuss or adopt a budget for the governmental body, must include a taxpayer impact statement showing, for the median -valued homestead property, a comparison of the property tax bill in dollars pertaining to the property for the current fiscal year to an estimate of the property tax bill in dollars for the same property for the upcoming fiscal year, if the proposed budget is adopted. Mr. Dolby presented the proposed budget. 6. Reports a. Receive report of the La Porte Drainage and Flooding Committee meeting held on August 10, 2026. [Councilperson Martin, Chair] Councilperson Martin said the committee met, received an update from CobbFendley on the new floodplain maps that have been recently updated by FEMA, an update on 100-acre foot pond that is about 95% complete, and updates on other Harris County flood control projects and current drainage projects, and set the date for the next meeting to be October 12. b. Administrative Reports [Corby Alexander, City Manager] There were no reports. 7. Items of Community Interest Councilpersons thanked staff for their work on the budget, noting the advantages of not having a tax increase and still being able to provide a cost of living increase, maintain an excellent bond rating, and fund projects for all portions of the community; thanked Councilperson Engelken for representing the Council before Texas Legislature committees on transportation issues in Austin last week; and lauded staff for the smoothness of the consolidation with Shoreacres this year.
