A HARRIS COUNTY CONSTRUCTION NOTES 1. Water lines, wastewater collection systems and storm drainage systems shall be designed and constructed in accordance with the CITY OF HOUSTON'S DEPARTMENT OF PUBLIC WORKS AND ENGINEERING "DESIGN MANUAL, STANDARDS CONSTRUCTION SPECIFICATIONS AND DETAILS FOR WASTEWATER COLLECTION SYSTEMS, WATER LINES, STORM SRAINAGE AND STREET PAVING", latest edition. 2. Reinforced concrete (C76 Class III) storm sewers shall be installed, bedded and backfilled in accordance with the City of Houston's Drawings 02317-02, 02317-05, 02317-06 and 02317-07, as applicable. 3. All storm sewers constructed in side lot easements shall be RCP., minimum twenty (20) foot wide easements shall be provided. 4. An alternative to cement stabilized sand may be used as backfill for pipes fifty-four (54) inch and larger, from 1 foot above the top of the pipe to the bottom of the subgrade. Contractor may backfill with suitable material, provided the backfill material is placed in eight (8) inch lifts and mechanically compacted to ninety-five (95)e/o standard proctor density. Tests shall be taken atone hundred (100) foot intervals on each lift. Bedding and backfill to one (1) foot above the rap of the pipe shall be cement stabilized send. 5. All proposed pipe stub outs from manholes or inlets ere to be plugged with eight (8) inch brick walls unless otherwise noted. 6. The contractor(s) shall notify Harris County Public Infrastructure Department - Architecture and Engineering Division - Permit Office twenty-four (24) hours in advance of commencing utility and/or paving construction at (713) 316-3561 and written notification forty-eight (48) hours in advance of commencing construction at 10555 Northwest Freeway. Suite 146, Houston, TX 77092. 7. Paving shall be in accordance with the "Regulations of Harris County, Texas for the Approval and Acceptance of Infrastructure' and/or amendments of the same. 8. Guidelines set forth in the "Manual on Uniform Traffic Control Devices" shall be observed. 9. OWNER OR OWNER'S AGENT to obtain all permits required by the "Regulations of Harris County, Texas for Flood Plain Management" prior to starting construction. 10. OWNER OR OWNER'S AGENT to obtain all notifications required by Harris County, Trams prior to starting construction of utilities and/or culverts within Harris County and Harris County Flood Control District Rights -of -Way. The General Contractor and his Subcontractors are fully responsible for the means and methods used to construct the work shown on the Civil Drawings and for full compliance with all job safety related regulations and conditions at the site. 2. All work shall conform to the City of La Porte Building Cade, latest edition. 3. All work in the front 150 ft of this site shall conform to the Regulations of Harris Co, TX for the Approval of Infrastructure, latest edition. 4. Contractor shall verify all dimensions and site conditions before construction and shall notify the owners representative of any discrepancies of differences from the construction documents. 5. The contractor, on behalf of the owner, shall obtain all construction perils prior to the commencement of work. 6. The work area shall be barricaded and illuminated during darkness and periods of inactivity; when in an area ofpublic access. 7. The contractor shall be responsible for the storage of material and equipment in a safe manner to prevent injuries during and after working hours until project completion. 8. The contractor shall be responsible for the shipping of all materials. The loading and unloading ofall pipe, valves, hydrants, manholes and other accessories shall be n accordance with the manufacturer's recommended practices and shall at all times be performed with care to avoid any damage m the material. It shall be the contractors responsibility to examine such material at the point of delivery and to reject all defective material. The defective material must be replaced with sound material. 9. All pipe and reinforcing steel shall be kept free of dirt and other debris, any damage to the coating ofthe various materials most be repaired m replaced 10. Access to all existing streets and driveways shall be maintained at all times. 11. All testing procedures required by the City of la Porte or Harris County and used on this project shall cmnfmm to the City of La Porte and Hams County Standards. Contractor shall be responsible for all tests required If arty test results do not meet the testing standards, such material shall be removed and replaced so that the testing standards can be met Test results shall be submitted to the engineer for review. 12. Additional Quality Control testing not required by the City of La Porte or Harris County is for the benefit ofthe owner and may be required at the ownces discretion. 13. The Developer and Contractor shall make himself familiar with and at a0 times shall observe and comply with all Federal, State and local laws, ordinances and regulations which in any roamer affect the conduct of the work STORMWATER QUALITY 1. Install Storm Water Pollution Prevention Features prior to any construction that may introduce pollutants into the storm drainage system. TRAFFIC CONTROL 1. The contractor shall be responsible for providing adequate flagmen, signing striping and warring devices, etc. during construction within the Public R.O.W. both day and night in accordance with the TXDOT "Manual of Uniform Traffic Control Devices". LANDSCAPING 1. The contractor shall protect all trees in or adjacent to work area. No trees shall be removed without permission of the owner. 2. All areas disturbed along side and back of lot easements or other unnecessary disturbances as a result of construction work shalt be seeded and fertilized in accordance with the seeding specifications. COM EARTHWORK NOTES I. AR Geo-technical Reports shall be available at the site office and the office of the engineer. 2. Verify any existing underground utilities and foundations and notify the engineer should modifications be required. 3. Prior to removing any existing paving, gravel, vegetation or organic matter, discuss stockpiling vs hauling off with the Owner and Architect. If to be hauled off the contractor shall dispose of the debris at a legal dump site. 4. Earthwork may only be used as fill if it is on the construction documents, not in the 100 year flood plain or if permitted by a Fitt Permit. 5. Remove any existing paving, gravel, vegetation or organic matter that will be under the proposed paving (minimum 4-6 inches deep) and extending out a minimum of 3 feet beyond the perimeter of the paving. 6. Once final sub -grade elevations are obtained, the sub -grade shall be proof rolled with a 20 ton pneumatic roller or equivalent 12 ton minimum. The earthwork subcontractor shall make at least two complete passes over the area. The second pass shall be perpendicular to the first pass. 0 18 Areas of the sub -grade that are observed to be wet soft "pumping" or weak shag be excavated to firm soil and replaced with properly compacted select fill. 7. As an alternative to replacement the Contractor may contact the Civil Engineer to discuss the possibility of treatment of these areas with drying or stabilizing agents as mentioned in the Site Drainage During Construction procedures. 8. After proof rolling and prior to placement of fift, the exposed sub -grade shall be tested for moisture content and density. The sub -grade should be within 2%of the optimum moisture content and have an in -place density of at least 95 % of the Standard Effort (ASTM D698) maximum dry density of the in -place soil. 9. If the moisture or density of the soil does not meet the above criteria, the sub -grade shall then be scarified; moisture conditioned, and recompacted to at least 95 % of the maximum dry density as determined by the Standard Effort (ASTM D698). The moisture content shall be 2%of optimum. 10. The fill material for the paving shall be inorganic sandy clay with a plasticity index between 10 and 20. The fill material shall be tested by the Goo -technical Engineer or representative for acceptability and a moisture density curve shall be established. 11. The fill shall be placed in eight inch loose lifts and compacted to at least 95 percent of the maximum dry density as determined by the Standard Effort (ASTM D698). The moisture content shall not exceed 2% of the optimum moisture content for select fill. Select fill material shall extend a minimum of 3 feet beyond the paving perimeter. 12. Plumbing and utility trenches within the paving area shall have piping bedded on 6 inches minimum of cement stabilized sand with 6 inch minimum all around. Back -fill the full depth and width of the trench to a minimum of I foot below the bottom of the paving. 13. The owner may choose to have a trained technician assigned to the project during earthwork operations to ensure that the work is performed per the earthwork specifications. 14. At the end of all construction, the contractor shall restore the existing facilities, property, including storm ditches, equal to or better than existing site conditions prior to construction. Reinforcement shall have an adequate number of chairs to provide proper clearance as recommended by the American Concrete Institute. Paving reinforcement shall be supported at 45 inch maximum intervals or every third bar. Refer to ACI 318. Chairs should be sized to leave 1" clear from the top of the paving with a standard tolerance of plus or minus 3/8". Great care must be taken not to displace the reinforcement during concrete placement. 12. Concrete pour must be planned with enough extra concrete to assure there are no cold joints between planned constmetionjoints. 13. Paving reinforcing bars shall not be welded. 14. All continuous reinforcement shall lap a minimum of 36 bar diameters at splices. 15. Services provided shall include: 1. Observe stripping operations and evaluate the required stripping depth during these operations. 2. Observe proof -rolling operations after site stripping. Determine if any soft spots need to be undercut to film soils, replaced with select fill and re -compacted. 3. Verify that the sub -grade is scarified, moisture conditioned, and then re -compacted to between 95 and 100 percent of the maximum dry density as determined by the standard proctor density test (ASTM D698). The moisture content shall be between optimum and +2 percent of the optimum moisture content for the select it. Provide a minimum of four (4) field density tests per lift or one (1) for every Z500 square feet whichever is greater. 4. Structural select fill pad material shall be tested for acceptability and a moisture density curve shall be established. Select fill shall be placed in eight inch loose lifts and compacted to between 95 and 100 percent of the maximum dry density as determined by the standard proctor density test (ASTM D698). The moisture content shall between optimum and +2 percent of the optimum moisture content for select fill. Verify that select fill material extends a minimum of 3-00" beyond the building perimeter. 6. Select fill material shall be tested during placement of each lift for the Atterberg Limits in accordance with ASTM D4318-98 method B "Standard test method for liquid limit, plastic limit and plasticity index of soils" to verify that the select fill materiel is in accordance with the originally approved select fill material. Provide a minimum of one (1) test per lift or one (I) for every 2,500 square feet whichever is greater with a maximum of in (10) per lift. 7. Concrete temperature shall be tested hourly when air temperature is 40 DEG F (4 DEB C) and below, when 80 DEG F (27 DEG C) and above, and each time a set of compression test specimens is made. 5. One set of four compression test specimens conforming to ASTM C31 shall be molded and stored for laboratory -cured specimens.
