<br />e. <br /> <br />. <br /> <br />.. <br /> <br />. <br /> <br />e <br /> <br />It <br /> <br />RESOLUTION <br /> <br />NO. 76-3 <br /> <br />Whereas, it is the purpose of the government of the United <br /> <br />States to provide equal opportunity to all its citizens; and, <br /> <br />Whereas, the federal block grant programs offer substantial <br /> <br />opportunity to American citizens; and, <br /> <br />- <br />Whereas, the Congress of the United States has failed to <br /> <br />provide block grant programs under a formula for distribution <br /> <br />that treats all citizens equally; <br /> <br />Now, therefore be it resolved, that the United States <br /> <br />Conference of Mayors support the introduction and passage of <br /> <br />legislation by the Congress of the United States that would <br /> <br />require all funds, distributed to the state and local governments <br /> <br />under federal block grant programs, to be apportioned as to the <br /> <br />total money allocated to each state on the basis of the <br /> <br />percentage of the population that state has of the population of <br /> <br />the United States; and, <br /> <br />Be it further resolved that population estimates used to <br /> <br />determine this formula be biennial estimates of the United States <br /> <br />Department of Commerce. <br /> <br />~ <br /> <br />~ <br /> <br />- <br /> <br />J.
