HomeMy WebLinkAboutR-1976-3 e. . .. . e It RESOLUTION NO. 76-3 Whereas, it is the purpose of the government of the United States to provide equal opportunity to all its citizens; and, Whereas, the federal block grant programs offer substantial opportunity to American citizens; and, - Whereas, the Congress of the United States has failed to provide block grant programs under a formula for distribution that treats all citizens equally; Now, therefore be it resolved, that the United States Conference of Mayors support the introduction and passage of legislation by the Congress of the United States that would require all funds, distributed to the state and local governments under federal block grant programs, to be apportioned as to the total money allocated to each state on the basis of the percentage of the population that state has of the population of the United States; and, Be it further resolved that population estimates used to determine this formula be biennial estimates of the United States Department of Commerce. ~ ~ - J.
