A RESOLUTION EXPRESSING CONCERN OVER THE PRESERVATION OF THE
ARMAND BAYOU AREA; SUPPORTING THE CITY OF PASADENA IN ITS
EFFORTS; URGING OTHER GOVERNMENTAL BODIES TO JOIN IN EXPRES-
SIONS OF CONCERN; AND EXPRESSING CONCERN OVER THE DRAINAGE
TRIBUTARIES OF THE ARMAND BAYOU SYSTEM.
WHEREAS Title VII of the Housing Act of 1961, as amended
provides for making of grants by the Secretary of Housing and

Urban Develo~nent to States and local public bodies to assist
them in the acquisition and development of permanent interests
in land for open-space uses where such assistance is needed
for carrying out a unified or officially coordinated program
for the provision and development of open-space land as part

of the comprehensively planned development of the urban area;
and,
WHEREAS the CITY OF PASADENA has by Resolution No. 72-1
expressed a desire to make application for matching funds to
acquire and develop fee simple title and scenic easements to
certain land known as Armand Bayou Park, which land is to be
held and used for permanent open-space land for active and
passive recreation, nature studies, hiking and the preservation
of natural. areas and wildlife habitats. Said park is expected
to cost an estimated $1.7 Million; and,

WHEREAS, Armand Bayou, is one of the last natural waterways
in this area that provides a refuge for native birds, trees,
and wild flowers; and,
WHEREAS, Armand Bayou offers a unique opportunity for a
nature center that could provide educational opportunity for
children of': this area; and,
WHEREAS it has become common knowledge that the area
known as Armand Bayou is a wildlife refuge without whose
preservation an important part of our wildlife will be forever
lost to mankind; and,
WHEREAS, it is also common knowledge that without concerted

action and concern the drainage tributaries of this area
will be irreversibly altered, destroying wildlife habitats
and thus the ecological balance of the area; and,

WHEREAS, said Armand Bayou is a major route of drainage
for a great portion of East Harris County and as such is of
major concern to the residents of this area; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:

THAT we are gravely concerned with the preservation of
Armand Bayou and wish to add our voices of support to the
great hue and cry in favor of all efforts to save this
important natural area as a park for ourselves and our
children.
THAT we support the City of Pasadena in its efforts to
acquire and develop Armand Bayou Park for its use as a
permanent open-space land area for active and passive recre-
ation, nature studies, hiking and to preserve natural areas
and wildlife habitats.
THAT other local governmental bodies, Harris County,
the State of Texas, and agencies of the Federal Government
are urged to join with both concern and active participation
in this effort to improve the human condition.

THAT, furl:.her, we wish to express our concern over the
preservation of the drainage tributaries of the Armand
Bayou System; these tributaries being necessary to keep
intact and prrnnote the ecological balance of the area.
THAT a comprehensive drainage survey of the area must
be made to provide for adequate drainage for the residents
therein and for future development.
