RESOLUTION NO. 72- 03

A RESOLUTION TO THE HONORABLE MAYOR AND CITY COUNCILMEN OF
THE CITY OF HOUSTON, RESPECTFULLY REQUESTING THAT THE
APPLICATION BY SOUTHWESTERN BELL TELEPHONE COMPANY FOR A
TWENTY-EIGHT PER CENT (28%) RATE INCREASE BE DENIED.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
WHEREAS, Southwestern Bell Telephone Company has filed
an application with the City of Houston for a general rate
increase which would have the effect of increasing its rates
in its service area by twenty-eight per cent (28%) over
existing rates; and
WHEREAS, the State of Texas is the only state in the

United States which does not have a ?ublic Utilities Commis-
sion to protect the interests of smaller cities, such as the
City of La Porte, in dealing with public utility rate matters;
and
WHEREAS, any action taken by the City of Houston on the
present application by Southwestern Bell Telephone Company
will tend to set a pattern for rate increase demands by the
said Southwestern Bell Telephone Company with other municipali-
ties in Harris and surrounding counties; and
WHEREAS, the rate increase being requested by Southwestern
Bell Telephone Company of La Porte and other municipalities

is grossly in excess of the guidelines established by the
President's Wage and Price Commission, in its efforts to con-
trol inflation; and
WHEREAS, the City Commission of the City of La Porte
feels that various problems relating to the quality of service
being furnished by Southwestern Bell Telephone Company to its
customers in the La Porte area should be resolved before the
said Southwestern Bell Telephone Company should properly ask
for a general rate increase; and
WHEREAS, telephone company customers in the La Porte-

Bayshore area are charged a discriminatory rate, being in the
nature of a surcharge over and above the rate charged customers

in the Houston metropolitan area, for a similar calling scope
and similar service; and
WHEREAS, the City of La Porte has urged the Southwestern
Bell Telephone Company to give immediate attention to the
furnishing of additional cable routes, to supplement the one
existing cable route from La Porte to the Houston metropolitan
area, so that total failures of service as recently experienced
by La Porte-Bay shore area customers can be eliminated in the
future:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF LA PORTE:
Section 1. That the City Commission of the City of
La Porte hereby goes on record as opposing the application of
the Southwestern Bell Telephone Company for a general rate
increase of twenty-eight per cent (28%). The City Clerk of
the City of La Porte is hereby authorized and directed to
furnish certified copies of this resolution to the Mayor, and
each member of the City Council of the City of Houston,
expressing to the City of Houston its opposition to said
requested rate increase, and urging the City Council of the
City of Houston to deny such rate increase to Southwestern
Bell Telephone Company. The City Clerk of the City of La Porte
is likewise directed to furnish a certified copy of this reso-
lution to the appropriate officers of the Southwestern Bell
Telephone Company.
