AN ORDINANCE ESTABLISHING A RESERVE POLICE FORCE; ESTABLISH-
ING STANDARDS AND PROCEDURES; APPROVING APPOINTMENTS BY THE
CHIEF OF POLICE; AND PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
Section I. The City commission of the City of La Porte
hereby establishes the City of La Porte Police Reserve Force,
pursuant to the authority granted by Art. 998a, .Revised Civil
Statutes. Members of the Police Reserve Force shall be
appointed at the discretion of the Chief of Police and shall
serve as peace officers during the actual discharge of official

Section 2. Reserve police officers shall meet the minimum
physical, mental, educational, and moral standards established
by the Commission on Law Enforcement Officer Standards and
Education, provided, however, that the twelve (12) persons
hereinafter named who were serving as duly authorized reserve
law enforcement officers of the City of La Porte before
August 30; 1971, who have now been reappointed by the Chief of
POlice, may temporarily serve as reserve law enforcement offi-

cers without fulfilling the minimum training standards estab-
lished by the Commission on Law Enforcement Officer Standards
and Education. However, in no case shall any person serve as
a reserve law enforcement officer after January 1, 1973, unless
he has fulfilled the minimum physical, mental, educational,
moral, and training standards established by the Commission on
Law Enforcement Officer Standards and Education.
Section 3. No person appointed to the Police Reserve
Force may carry a weapon or otherwise act as a peace officer
until he has been approved by the City Commission. After
approval, he may carry a weapon only when authorized by the
Chief of Police, and when discharging official duties as a

duly constituted peace officer.

Section 4. Members of the Police Reserve Force shall
serve-at the discretion of the Chief of Police and may be
called into service at any time the Chief of Police considers
it necessary to have additional officers to preserve the peace
and enforce the law.
Section 5. Members of the Police Reserve Force shall
serve without compensation, 'provided, however, the City of
La Porte shall furnish the uniforms for said members of the
Police Reserve -Force.
Section 6. Reserve police officers shall act only in a
supplementary capacity to the regular police force of the City
of La Porte, and shall in no case assume the full time duties
of regu1ar'police officers, without first complying with all
requirements for such regular police officers.
Section 7. The following named persons, who have hereto-
fore and prior to August 30, 1971, been serving as Reserve Law
Enforcement Officers of the City of La Porte, having been
reappointed to the Police Reserve Force by the Chief of police,
are hereby approved by the City Commission of the City of
La Porte, to-wit:

Section 8. This Ordinance shall be in effect from and
after its passage and approval.
PASSED AND APPROVED, this the 13th day of September, 1971.
