ORDINANCE NO. 9l5-U AN ORDINANCE GRANTING A PERMIT UNDER SECTION l8-A-3 OF ORDINANCE NO. 915, "PIPELINE TRANSPORTATION," BEING CHAPTER l8-A OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, TEXAS: AND APPROVING THE APPLICATION OF UNION CARBIDE CORPORATION DATED JANUARY 13, 1984, TO CONSTRUCT A SIXTEEN INCH (16") OXYGEN PIPELINE AND TO CONSTRUCT A SIXTEEN INCH (16") NITROGEN PIPELINE: AND PROVIDING AN EFFECTIVE DATE HEREOF. .., BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: Section 1. The City Council of the City of La Porte has received an application dated January 13, 1984, from Union Carbide Corporation, requsting permit under Section l8-A-3 of Ordinance No_ 915, being Chapter l8-A of the Code of Ordinances of the City of La Porte, to construct a sixteen inch (16") oxygen pipeline, and to construct a sixteen inch (16") nitogen pipeline, crossing the City of La Porte, all as shown on said application_ The application of Union Carbide Corporation has been reviewed by the City's Director of Public Works, who has found that said application meets all require- ments of said Ordinance No. 915, and has recommended its approval. Section 2. The City Council of the City of La Porte hereby approves the application of Union Carbide Corporation, dated January 13, 1984, and this Ordinance shall constitute a permit to Union Carbide Corporation to lay and construct said pipelines within the City of La Porte, all in conformance with the requirements of said Ordinance No. 915. Box 1115 laPorte, TX 77571 Re: Request for Passage of Ordinance for Two 16-inch Pipelines Crossing 0, H, and P Streets UCC Project 2089 (line list H-10) This is to request passage of an ordinance by the City of laPorte granting permission to Union Carbide Corporation located at Old Ridgebury Road, Danbury, CT 06817 and incorporated in the State of New York, to cross, lay, construct, operate, maintain and inspect two adjacent 16-inch pipelines under the City of laPorte roads "0" Street, "H" Street and "P" Street at locations shown on the enclosed drawings A-2204978, A-2204979 and A-2204983. A drawing which displays the entire route through the City of laPorte, A-2204975, is also enclosed. The pipelines, to be constructed in 1984, will convey oxygen and nitrogen gas. The enclosed functional specifications, dated 1/21/83, elaborate on specific details relative to the installation. All action taken shall be approved by the right-of-way owner involved. 9.8 The Owner's contractor shall be responsible for maintaining the integrity of all existing facilities. for adhering to all A.G.C. safety standards and Dept. of Labor O.S.E.A. standards 10.0 Cathodic Protection: 10.1 The underground portioD of the line will be protected against corrosion by a cathodic protection system designed in accordance with the HACE Standard RP-01-69 (latest Rev.) "Recommended Practices for Control of External Corrosion on Underground or Submerged Pi ping SysteJllS". 10.2 Test stations will be installed at each casing. foreign line crossing (when required) and .ini~ 1000 ft. intervals along the pipeline.
