Home My WebLink AboutO-1995-915-MM e e ORDINANCE NO. 95-915-HH AN ORDINANCE GRANTING A PERMIT UNDER SECTION 18-a-3 OF ORDINANCE NO. 915, "PIPELINE TRANSPORTATION," BEING CHAPTER 18-A OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, TEXAS, DATED NOVEMBER 25, 1975, TO CONSTRUCT AN 8-INCH PIPE LINE FOR THE TRANSPORTATION OF NEUTRALIZED WASTEWATER; AND PROVIDING AN EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: section 1. The City Council of the City of La Porte has received an application dated March 31, 1995, from NOLTEX L.L.C., requesting a permit under section 18-A-3 of Ordinance 915, being Chapter 18-A of the Code of Ordinances of the City of La Porte, to construct and operate its 8-inch pipe line for the transportation of NEUTRALIZED WASTEWATER, crossing the City of La Porte, all as shown on said application. The application of NOLTEX L.L.C. has been reviewed by the City'S Director of Public Works, who has found that said application meets all requirements of said Ordinance No. 915, and has recommended its approval. section 2. The City Council of the City of La Porte hereby approves the application of NOLTEX L.L.C., dated March 31, 1995, and this Ordinance shall constitute a permit to NOLTEX L.L.C. to operate said pipe line within the City of La Porte, all in conformance with the requirements of said Ordinance No. 915, contingent upon its filing with the City of La Porte prior to commencement of construction, copies of its permits from the Texas Department of Highways and Transportation; Harris County; and the Harris County Flood Control District. Any future relocation of the pipeline herein permitted, within the City, State, or County rights-of-way, shall be at the sole expense of permittee. section 3. This Ordinance shall be in full force and effect from and after its passage and approval. Wastewater Pipeline La Porte, Texas City of La Porte Roadway Crossine Packaees Dear Ms. Lenes: On behalf of Noltex L.L.C., please find attached for your review and approval three roadway crossing packages (two sets each) in connection with three City of La Porte road crossings (North H Street, North D Street, & North P Street) along the proposed Noltex L.L.C. wastewater pipeline alignment located in La Porte, Texas. Included with each package are: · Figure 1 - Noltex L.L.C. Area Location Map; · Figure 2 - Noltex L.L.C. Wastewater Pipeline Alignment; and · the plan & profile for the roadway crossing. We will submit similar packages to Harris County for roadway crossing permits at Sens Road, North L Street, Spencer Highway, and Fairmont Parkway. The pipeline will convey neutralized process wastewater from the Noltex L.L.C. plant located east of Sens Road at 12220 Strang Road to the Gulf Coast Waste Disposal Authority located south of Fairmont Parkway. As Figure 2 indicates, the Noltex pipeline will run within two pipeline corridors, the DuPont Pipeline Corridor and the Exxon Pipeline Corridor System, respectively. The Exxon Pipeline Corridor System further divides into the "Bayport to Bay town Corridor" and the "Friendswood Corridor 520". Within the DuPont Pipeline Corridor, the pipeline will be constructed of High Density Polyethylene (HDPE) PE 3408, 8" DR-9 carrier pipel12" DR-26 containment pipe. As noted, all three City of La Porte roadway crossings occur in the Bayport to Bay town Corridor. As completion of this five mile pipeline is critical to starting the Noltex plant operation by August 1, 1995, we plan to commence construction of the pipeline on June 1, 1995.
