ORDINANCE NO. 1069 AN ORDINANCE APPROVING AND ADOPTING AN E~1ERGENCY PLAn FOR THE CITY OF LA PORTE; AND PROVIDING AN EFFECTIVE DATE HEREOF. WHEREAS, an Emergency Plan for the City of La Porte has been prepared by the City's civil defense office and City department heads, and its approval and adoption by the City Commission is recommended; now, therefore: BE IT ORDAINED BY THE CITY CO~~ISSION OF THE CITY OF LA PORTE: Section 1. That the Basic Emergency Plan for the City of La Porte, a true and correct copy of which is attached hereto as Exhibit "A", incorporated by reference herein, and made a part hereof for all purposes, is hereby approved for use by all City departments, agencies, and employees. Public law 93-288, "Federal Disaster Relief Act.'of 1974" ~III.PVRPOSE T~ provide, in cooperation with the State and Federal Governments, a workable plan for La Porte, Texas, designed to save lives and minimize damage, and restore and rehabilitate society and property in a natural emergency or natural disas~er. . G ( , ~ I u IV. o e e -2- SITUATION AND ASSUMPTIONS A. SITUATION The City of La Porte has a peak population of 15,000, all of whom cannot be accomadated in public shelter. Adequate shelter for the entire population can only be obtained by a public and industrial construction program augmented by home shelters. In the future, where feasible, all major construction of buildings should provide some space which, in case of need, could be converted to shelter. La Porte is situated in Harris County at the meeting of Spencer Highway and State Highway 146. To the east Galveston Bay and the Houston Ship Channel, Orange, Beaumont, Port Arthur, Bay town abuts La Porte to the north', southwest are Bayport,. Nasa and westward,Houston. 'e -3- e c. I B. ASSUMPTIONS 1. Because of its geographical location, highway and rail traffic patterns, the City of La Porte can be assumed to be subject to any of the following emergency or'disaster situations: a. Tornado es b. Hurricanes c. Flooding d. Railway accidents e. Transportation accidents f. Major f~res/explosions g. Major utilities failures ~ h. Water system failure or contamination i. Epidemics. j. Aircraft accidents k. Civil disturbance. 1. Bomb threats m. Peacetime radiation accidents n. Toxic gas leakage 2. It can be assumed that, in the event of Nuclear Warfare, La Porte will re~eive radioactive fallout. . r' .' V c. I ~ . G e -4- e v. GENERAL A. CONCEPT The mayor, as chief executive, is responsible for directing all emergency measures within the 'city limits of La Porte. All existing agencies of governme~t in the ci~y'will perform emergency act~vities related to those duties they perform in normal operations. The basic function of themayor is to coordinate these activities and to insure the availability from other sourses of , any skills not normally available in existing government agencies. B. EMERGENCY OPERATIONS CENTER (EOC) The mayor, assisted by the city commission and civil defense coordinator, will exercise direction and control during an emergency from the City Emergenct Ope~ations.Center (EOC). The city (EOC) is located 'at 124 South Second Street. The mayor, as civil defense coordinator has the authority to . activate the (EO~) as deemed necessary in actual or threatened emergencies. Heads of departments having emergency assignments or functions will report to the (EOC) upon its activation. ( I ~ . G e e -5- VI. ASSIGNMENT OF RESPONSIBILITIES AND TASKS, A. EXECUTIVE GROUP 1. Mayor/Commissioners Direct city departments and volunteers in all types of planning and emergency actions. Inform the citizens.of the nature of the situation and outline any actions required of the populace. Make emergency police decisions governing the direction of disaster operations within the city~ Request aid, or authorize such requests from the State or Federal governments, including mi~itary .support if needed. 2. CIVIL PREPAREDNESS DIRECTOR/COORDINATOR (STAFF ADVISOR) Assist the chief executive in. all programs and phases of the disaster preparedness program. Prepare, review and revise as necessary the emer- gency operations plan. Coordinate with and assist other departments within the city development of operational procedures to the emergency plan. Coordinate other community agencies' emergency plans, e.g.- schools~ Red Cross; industry and other civic groups. Maintain liaison with State and Federal disaster preparedness' agencies. Maintain currentEOC staffing, organization and assignments. Arrange for disaster preparedness training'classes to meet the needs of the city departments and the general public. ( , ctt .. .. Law and Order Chief of Polic~ Be responsible for police services within the city to'include: a. Law enforcement b. Traffic control- to include flow of traffic from coastal area ~uring hurricane evacuation c. Protection of life,'and property d.' Arrest of offenders e. Perform intelligence f. Civil disorders g. Bomb threats h. Assist in severe weather watch i. Provide for coordinated ambulance service to the affected area 'k. Preparation of an SOP to include the above functions 2. COMMUNICATIONS POLICE' Be responsible, for co~munications between city'servic~s, public operating agencies, other cities, county districts, State' 'and Federal 'agencies. A sufficient ~umber .of dispatch personnel will be called into service to accomplish this. Be respons{bie for tbe preparation of an SOP for emergency procedures to be followed by dispatchers. WARNING POLICE / Be responsible for receiving all types of warnings, (nuclear, weather and other) and dissemination of the warning required. This will be accomplished by pr~paring a~ SOP for use of the local two-way radio channels, the DPS network and the intercity. radio frequency. The SOP for warning will include and in- dicate procedures for alerting the public through use of public radio and television, sirens ~nd city op~ erated mobile loud speakers. 4. FIRE fROTECTrON AND RESCUE . . I ,:EIRE CHIEF Be responsible for the use of the fire department personnel, volunteers, and equipment to: a. Control all types of fires b. Investigation of fires ~ c. Perform resc.ue operations d. Give first aid to injured at the scene e. Search for injured' f~Secure the area for ~ife safety hazards g. Determine hazardous chemicals h. Determine hazardous materials i. Assist in radiological monitoring j. Assist in warning k. Training i. Preparation of an SOP to include the above functions s. ENGINEERING CITY ENGINEER Be respons~ble for keeping all streets open and in a safe and clean condition for.through.traf~ic; opening up of streets into damaged area so emergency equipment can pass in a safe manner; responsible for maintaining a lo~ which contains a listing of heavy equipment and operators that could be called on to be used during an emergency;. development of an SOP for this function. -' e VI. PUBLIC WORKS PUBLIC WORKS (1) Be responsible for water and wastewater (2) Be responsible for barricades into different areas (3) Be res~onsible for vehicle maintenance (4) Set up a priority list for r~storation of services 7. PUBLIC UTILITIES' PUBLIC ~O~KS . Cbordination with public utilities will be effected to asure the best interest of the cit~zens of La Porte also planning actions .of each should'be coordinated with all.others as well as the city to preclude duplication of effort during disaster or emergency situations for the most efficient application of related resourses. Restoration of facilities should fall in line with city p~iorities as close as possible~ (1) Houston Light and Power (2) Houston Natural Gas (3) Southwestern Bell Telephone (4) City of La Porte water system 8. HEALTH AND MEDICAL CITY HEALTH OFFICER Be responsible for the prot~ction of the populat~on through. emergency health and medical measures to include: a. b. c. d. e. '. f. g. h. Provide medi~al care and treatment for the sick and injured Establish medical care and treatment centers Maintain medical records Establish resupply requirements Institute environmental sanitation measures Supervise emergency interment of the dead Coordinate planning activities and, operations with all medical and health agencies within the area Preparation of an SOP to include the above functions. PERSONNEL AND 'FINANCE DIRECTOR OF FINANCE Be responsible for manpower s~pport, including temporary transfer ,of city employees to disaster duty, hiring of additional staff, or recruitment of volun~eers in emergen~ies if requested by particular city office; for coordinating temporary housing; for issuing identification to city.employees, volunteers and other agencies to permit reaching disaster assignments; for making or authorizing e~ergency purchases for city government; 'for pro- viding suppies .and food for EOC staff; for the preparation of an SOP. . 11. DAMAGE ASSESSMENT TAX ASSESSOR Be responsible for gathering information from department chiefs and other sourses'so that the executive groups and all depart- mants and agencies can make their decisions from the information received;revision of property records to show results of a disast~r and protection 'of these records. Be responsible for transmitting damage estimat~s on public and private property to the State and Federal offices. 12. TRANSFORTATtON DIRECTOR OF TRANSPORTATION OF I.S.D. Be ~espons~ble for coord~nating local transportation resourses in emergencies; ~ppointing assistants from transport industries as needed; for 'assisting police department in planning a~d executing movement of vehicular and pedestrian traffic in emergencies, in- cluding movement to shelter; preparation' of an SOP for transportation. EMERGENCY PUBLIC INFORMATION MAYOR Be responsible for preparing plans for emergency public infor- mation, in coordination with local news media; appointing assistants from various media as needed; preparing daily status reports; securing photographic documentation of disaster dam~ges and activities. 14. SHELTER (NATURAL/NUCLEAR) CIVIL DEFENSE COORDINATOR Be responsible for updating tlie Community Shelter Program (CSP) as necessary; planning for and directing shelter occupancy,in- cluding preparation of, shelter for natural'or nuclear disasters; providing SOP's for operation, selection and training of' she~ter staffs; coordinating with welfare officer, school superintendent, building owners, churches, Red Cross and other civic agencies on use of their personnel and/or facilities in shelter operation; "" providing for a reporting system among shelters and between shelters and the EOC, including establishment of shelter complex h~adquarters if needed. In emerg~ncies, directing filling of shelters, overloading if required, movement between shelters, evacuation of persons from endangered shelter and final closure of shelters when possible. INCREASE~ READINES~ CONDITIONS . A. PURPOSE To identify certain conditions of readiness and actions to be taken. The following guide will be coordinated with those actions in the department operational procedures. B. POTENTIAL PHASES AND ACTIONS 1. Phase 3 exists when: a. Severe weather WATCH is established by the U.S. Weat~er Service. . (1) TORNADO WATCH - Conditions are favorable for tornado or severe thunderstorm formation. c-. ACTION: Maintain daily routine, but be ready to respond to WARNING, inform populace of TORNADO WATCH.' (2) HURRICANE WATCH - Announced for specific areas that a hurricane or an incipient hurricane condition poses a threat to coastal and inland communities. ACTION: . Meeting of city department and agency heads; establish communications with coasta1 area ,(Harris County); maintain survefllance of storm system, alert shelter managers. (3) FLOOD WATCH ACTION: Maintain daily routines; remove any equipment from low-lying areas; inform popul'ace of' FLOOD WATCH. . G c . CA . STRATEGIC WARNING - Based on intelligence reports or a deteriorating international situation. The President and/or the Governor may use public media to warn citizens of a p~ssible enemy attack. ACTION: Maintain daily routine, inventory shelters,. survival supplies, radiological monitoring equipment, perform refresher training for monitors and shelter manage- ment staffs. c. CIVIL UNREST - Identified by local sourses. ACTION: Inform local law enforcement services.' '2. Phase' 2 _exists. when: ' . a. Weather WARNING is issued by the U.S. Weather Service. (1) TORNADO WARNING - A tornado or severe thunderstorm has been sighted or. indicated in the .area by weather radar. ACTION: Inform populace of tornado WARNING and actions to take; alert all city department and agency heads. (2) HURRICANE WARNING - Either or both of the following condi- tions are expected in a specific coastal area in 24 hours . or less: (a) Sustained winds 74 ,MPH or higher (b) Dangerously high water and/or exceptionally high waves even though winds may not be hurricane force. ' POTENTIAL PHASES AND ACTIONS (CONTINUED FROM LAST PAGE) ACTION: U~on receipt of ~vacuation notice from coastal area, open shelters and prepare 'to receive evacuees; check city communi- cations system; check auxiliary power units; establish necessary traffic contril; establish reception centers and inform populace. Maintain surveillance of storm system. (3) FLOOD WARNING"- When conditions exist that may cause, flood water to exceed a safe control. ACTION: Inform populace of condition, check barricades and pot flarea, block o.ff 'f.lood prone areas as' flooding begins. b. TACITCAL WARNING - Where imminent air or missile attack formation is received sufficiently in advance to permit partial evacuation or deployment to shelter. A~TION: Inform populace'to move to shelter according to the Community Shelter Plan; stand by to begin monitoring procedures; prepare to receive evacuees from surrounding areas; notify all emergency personnel and activate all facilities to be used. c. CIVIL DISORDERS - Occurs when relatively large scale localized violence and law breaking begins. ACTION: Law enforcement services will attempt to seal off the area; requests outside assistance if necessary; prepare to combat fires and looting; informatidn relayed to the public mu~t be care- fully screened for-effect before release. . Check and/or re-establish communications.~ 2. Maintain law and order. 3. Perform fire protection and rescue operations. 4. Set up triage stations if necessary an~ re-establish health conditions. 5. Assess extent of damage. 6. Perfotm ~mergency clean-up ~nd debris removal. 7. Request 'outside assistance as required. 8. Where necessary establish controls on critical resourses and direct their distribution~ 9. Designate restricted areas as necessary. 10. Furnish regular status reports to the Departmen~ of. Public Safety Disaster District Headquarters Region 2A in Houston. 11. Keep public informed of situation-by use of all available news media. 12. Insure orderly' operations of shelters; provide welfare neces- sities ~o the exte~t possible; determine when conditions allow shelter emergence; direct all shelter operations. 13. Under conditions of nuclear warfare,' conduct radiological monitoring of fallout during ~ll stages of operations. c. . ce - (j VIII. ~.IX. -16- e e SUPPORT Requests ~or State or Feder~l .ssistance, includ~ng activation of the Texas National Guard or other military assistance, will be made to the local Department of Public Safety sergeant or patrolman. In the event they are unavailable the request should be made by calling the Department of Public Safety Disaster District Headquarters Region 2A in Houston, telephone 713, 681-1761, radio.,call KKC588. Any and all requests for assistance from'State and Federal levels will be made by the mayor or in, his name by other officials specifically authorized by him. RESOURSES MANAGEMENT Freezing, rationing, curfews, designation of restricted areas or otherresourse controls may be impos~d by the mayor or city ~ommission as deemed .ne~essary during the emergency or as the situation warrants.' All resourses within La Porte, both publie and privately owned, will be used where deemed necessary by the local government officials and upon orders from the chief executive.: The City of La Porte will assume no financial liability for the use of .privately owned equipment or personnel, however, accurate records of such us~ will be kept for purposes of possible reimbursement. . x.
