AN ORDINANCE ESTABLISHING THE POWERS AND DUTIES OF THE CITY OF LA PORTE
GOLF COURSE ADVISORY BOARD; MAKING APPOINTM~NTS TO THE BOARD AND SETT-
ING TERMS; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING
FOR AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council of the City of La Porte has heretofore,
on September 4, 1986, established a Golf Course Advisory Board, and
appointed members to serve on the Board. By this Ordinapce, the City
Council of the City of La Porte hereby establishes the po~ers and duties
of the Golf Course Advisory Board.
Section 2. The Board shall consist of nine (9) positions, serving
staggered three-year terms, with the initial appointees serving the
following terms, and until their successors shall have been appointed
and shall have qualified; thereafter, all appointees to serve three-
year terms, to-wit:
position 1, Term expires September 30, 1987:
position 2, Term expires September 30, 1987: John S. Kiibler, Jr.
position 3, Term expires September 30, 1987: Dennis Dunham
position 4, Term expires September 30, 1988: Jack A. Humphrey
position 5, Term expires September 30, 1988: Mose C. Davis
position 6, Term expires September 30, 1988: Lloyd L. Roper
position 7, Term expires September 30, 1989: Richard F. Hays
position 8, Term expires September 30, 1989: David L. Brady
position 9, Term expires September 30, 1989: Dr. Ruede M. Wheeler
Section 3. It is the intent and purpose of City Council that the
Golf Course Advisory Board advise City Council from time to time, on
matters relating to the most desirable and efficient design, construct-
ion, and ultimate operation of the planned City of La Porte Municipal
Golf Course. To this end, it is the desire of City Council that the
members of the Board establish communication liaison with responsible
members of the City Administrative Staff, and City outside Advisors
and Consultants, on the design, construction and operation of the City

of La Porte Municipal Golf Course. To this end, City Council particu-
larly desires to have the advice and recommendations of the Board on
the following specific matters, although this list should not be taken
as exclusive, but merely representative:
(1) The final plans and specifications for the construction of an
eighteen (18) hole golf course, with associated support
facilities, as prepared by the City's Golf Course Designers,
together with any other architects and engineers working with
the Golf Course Designers, on Golf Course related facilities,
such as driving range, buildings, parking facilities, and the
like. It is the desire of City Council that the Golf Course
be designed and constructed, which will be of the very highest
quality, for the citizens of La Porte, to encourage recreatio-
nal activity and maximize the use of the facility.
(2) The best mode of operation of the Golf Course, whether by the
City of La Porte Parks & Recreation Department, or a contract
with an outside private firm. The Board is directed to conduct
a cost-benefits analysis on the various possible approaches
to management of the golf course facility, when completed and
open for play. Pro-forma budgets for various contemplated
forms of operation of the golf course would be helpful to
city Council in making its decision on this important matter.
(3) Upon completion and opening of the golf course, City Council
desires the Board to continue its oversight of the operation of
the City of La Porte Municipal Golf Course, in making re-
commendations to City Council from time to time, as it deems
appropriate, as to any changes or corrections in the operation
of the facility which will enhance its benefits to its patrons.
(4) City Council desires that the City Secretary's office assure
that the Board complies with the open meetings law on the
scheduling and notice of its meetings, and that the City
Secretary's office prepare summaries of the discussions and
actions of the Board, and furnish the same promptly to the
members of City Council, and the City Manager, for their
information. All Board meetings and'recommendations shall
be coordinated through the City Manager's office.
(5) The Board shall elect from among its members, a Chairman, Vice-
Chairman, and Secretary of the Board.
(6) This Ordinance is intended to be directory only to the Board,
and the Board is encouraged to take the initiative, and advise
City Council on other matters pertaining to the design, con-
struction, and ultimate operation of the City of La Porte
Municipal Golf Course, which in its judgment will enhance the
value and efficiency of the facility.
(7) Finally, City Council desires the advice of the Board on an
appropriate name for the City of La Porte Municipal Golf
Course.

Section 4. The City Council officially finds, determines, re-
cites and declares that a sufficient written notice of the date, hour,
place and subject of this meeting of the City Council was posted at
a place convenient to the public at the City Hall of the City for
the time required by law preceding this meeting, as required by the
Open Meetings Law, Article 6252-17, Texas Revised Civil Statutes
Annotated: and that this meeting has been open to the public as
required by law at all times during which this Resolution and the
subject matter thereof has been discussed, considered and formally
acted upon. The City Council further ratifies, approves and confirms
such written notice and the contents and posting thereof.
Section 5.
This ordinance shall be effective from and after
its passage and approval.
