<br />~ <br /> <br />. <br /> <br />e <br /> <br />RESOLUTION NO. ~-62 <br />Page 1 of 2 <br /> <br />.- <br /> <br />RESOLUTION <br /> <br />WHEREAS, it is the consensus of opinion of <br /> <br />the City Commission of the City of La Porte that under <br /> <br />the present taxing la,ws of this State, Industry cannot <br /> <br />properly invest, operate and grow because of the un- <br /> <br />justified and confiscatory tax burden placed upon <br /> <br />Industry; and <br /> <br />." <br /> <br />WHEREAS, under the police powers of cities in <br /> <br />this State, Industry is subjected to unwarranted, dis- <br /> <br />criminatory and futile regulations, inspections and <br /> <br />actual invasions into the private and internal operations <br /> <br />of industrial plants generally; and <br /> <br />WHEREAS, under such tax laws and police regu- <br /> <br />lations, it is not feasible, practicable or economical <br /> <br />for industries to operate with large capital invest- <br /> <br />ments inside the corporate limits of cities or in areas <br /> <br />e~.. <br /> <br />unprotected from annexation under the powers now held <br /> <br />by Home Rule cities; and <br /> <br />WHEREAS, it is vital and imperative that In- <br /> <br />dustry in the entire La Porte area be given legally <br /> <br />binding and permanent protection against such unfair <br /> <br />tax burdens and police regulations in order to encourage <br /> <br />industrial development on a sound long-range program7 <br /> <br />and <br /> <br />WHEREAS, this can be accomplished by the <br /> <br />creation of an Industrial 'Zone in which Industry would <br /> <br />. <br /> <br />not be subject to building regulations, fire codes, <br /> <br />zoning ordinances and city police regulations; <br />
