<br />.' <br /> <br />. <br /> <br />RESOLUTION 86-2 <br /> <br />.. <br />. .' . .. <br /> <br />WHEREAS, the City of La Porte is aware of proposal(s) at the <br />federa~: l~ve~ to amend the Employee Retirement Income Security Act <br />(ERISA) to provide for state regulation of self-insured employee <br />benefit plans as it relates to levels of benefits, funding, and <br />solvency risk pools; and <br /> <br />WHEREAS, the City of La Porte as maintainer of a self-jnsured <br />employ~e,benefit prog~am, namely. group health insurance, has been <br />able to promote effective utilization of health care services, make <br />health care providers more responsible, and restore cost effective <br />management of a principal employee benefit; and, <br /> <br />WHEREAS, the proposed ERISA amendment would not insure any <br />greater:: :q~~l~,ty of med ical care,. could promote further abuses of <br />health care delivery and could also substantially increase costs, not <br />only to employers, but also to governments, and the citizenry at <br />large, as a result of greater administrative costs; and <br /> <br />WHEREAS, the City Management closely administers the fiscal <br />sta tus'J~t;, ,th~ self-in~urance fund both through internal aud it and <br />through external financial consultants; and, <br /> <br />WHEREAS, the La Porte Group Health Self-Insurance Fund has been <br />drawing:.
