P. Pfeiffer <br /> <br />Mayor <br /> <br />John D. Lawler <br /> <br />Commissioner <br /> <br />Odell L. Brown <br /> <br />Commissioner <br /> <br />Tom W. Osburn <br /> <br />Commissioner <br /> <br />Frank R. Boyle, Sr. <br /> <br />Commissioner <br /> <br />Frank G.
