<br />. <br /> <br />. <br /> <br />RESOLUTION NO. 89-3 <br /> <br />WHEREAS, the provision of adequate supplies of high quality <br />water for municipal, industrial, agricultural, and environmental <br />needs are critical to the future of Texas; and <br />WHEREAS, Texas voters in 1985 voted overwhelmingly in support <br />of a statewide water package for the first time in over fifteen <br />yea rs; and <br />WHEREAS, that plan authorized $400 million in Water <br />Development Bonds for the purpose of state participation in water <br />supply, water quality, and flood control projects; and <br />WHEREAS, the state participation program has not been <br />implemented in the ensuing three years because of the lack of <br />legislative authorization; and <br />WHEREAS, the state role of contributing to and encouraging <br />the optimal sizing of regional water related capital facilities, <br />when needed facilities are larger than a single political <br />subdivision, is an important role that contributes to the health, <br />welfare, and economic development of the state; and <br />WHEREAS, state participation in major regional water <br />infrastructure is not only an investment in future needs but an <br />investment that is directly repaid to the state. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF LA PORTE <br />That the Texas Legislature is urged to fulfil{ the <br />implementation of the 1985 water plan by authorizing, in the <br />appropriations bill, the issuance and use by the Water Development <br />Board of $50 million in state participation bonds in each fiscal <br />year of the 1990-91 biennium. <br />PASSED AND APPROVED this the 27th day of March, 1989. <br />CITY OF LA PORTE <br /> <br />l~4 ?:/J(~;--/ <br /> <br />o n L.
