<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />e e <br /> <br />RESOLUTION NO. 77-4 <br /> <br />WHEREAS, the City of La Porte wishes to participate in a <br />Houston-Galveston Area Council project designed to improve law en- <br />forcement by upgrading the operating efficiency of regional law <br />enforcement agencies with the acquisition of new, improved high <br />speed video (CRT) telecommunications terminals to replace the ex- <br />isting teletype units and add new subscribers on Texas' Law Enforce- <br />ment Telecommunications Network (TLETN), and; <br /> <br />t~EREAS, it is recognized that Criminal Justice Division <br />funding is available to those units of government who agree to accept <br />the lawfully promulgated rules and regulations for administration of <br />grants so funded, and; <br /> <br />WHEREAS, the City of La Porte is desirous of obtaining <br />Criminal Justice Division funding of a portion of the purchase price <br />and first year's maintenance cost of the new terminal, and; <br /> <br />WHEREAS, the City of La Porte recognizes that the portion <br />of the purchase price and first year's maintenance cost required to <br />be paid by the City of La Porte will be an amount not to exceed <br />($3,984.30), and that subsequent years' maintenance costs will not <br />be funded by the Houston-Galveston Area Council nor the Texas Criminal <br />Justice Division, and that those subsequent years' maintenance costs <br />are contractually guaranteed at ($105) per month, ($1,260) per year, <br />until January, 1982, and; <br /> <br />WHEREAS, an agency receiving equipment under the project <br />will be required to provide a suitable site for the equipment to in- <br />clude a sturdy table or desk for the equipment to be placed upon and <br />an electrical circuit providing for three (3) 115 VAC electrical out- <br />lets, within five (5) feet of the physical location of the terminal, <br />three-prong, grounded, type capable of providing up to five (5) amperes <br />of current to each of the three (3) outlets. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City of La Porte <br />consents to and authorizes the Houston-Galveston Area Council to <br />submit a grant application to the Criminal Justice Division and to <br />execute a contract with International Communications Corporation <br />(ICC) for the purchase and maintenance of one (or more) high speed <br />video (CRT) terminal devices, and; <br /> <br />BE IT FURTHER RESOLVED, that the City of La Porte agrees to <br />pay the cash commitment required to participate in the project and <br />that the City of La Porte will cooperate with the Houston-Galveston <br />Area Council and International Communications Corporation to set up a <br />billing and payment procedure that will allow for a smooth transition <br />when the funded project expires after 12 months; and, agrees to con- <br />tinue the operation of funded equipment, using locally budgeted funds, <br />for law enforcement or Criminal Justice purposes for the useful life <br />of the equipment. <br /> <br />BE IT FURTHER RESOLVED, that the City of La Porte certifies <br />by adoption of this resolution that the City of La Porte meets one of <br />the following eligibility conditions for participation in this project: <br /> <br />(a) Replacement of an existing terminal or teletype <br />already on the Texas Law Enforcement Telecom- <br />munications Network (TLETN), or; <br /> <br />(b) Has 24-hour, 7 days per week, dispatching with <br />one or more people on duty to operate radio and <br />terminal equipment, or; <br />
