RESOLUTION NO. 2017-05 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, <br /> AUTHORIZING THE POLICE FIREARMS TRAINING SIMULATOR (FATS) PROJECT BE <br /> ACQUQIRED THROUGH A GRANT FOR THE YEAR 2017-2018; APPROVING SUBMISSION <br /> OF THE GRANT APPLICATION FOR THE POLICE FIREARMS TRAINING SIMULATOR <br /> (FATS) PROJECT VIA A LAW ENFORCEMENT GRANT; DESIGNATING THE CITY <br /> MANAGER AS THE GRANTEE'S AUTHORIZED OFFICIAL; FINDING COMPLIANCE WITH <br /> THE OPEN MEETINGS LAWS; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> WHEREAS, the City of La Porte finds it in the best interest of the citizens of La Porte that the <br /> Police Firearms Training Simulator (FATS) project be acquired through a grant for the year <br /> 2017-2018. This grant will aid the City and Police Department in obtaining critical equipment to <br /> provide officers with valuable training related to legal and proper uses of force in police encounters <br /> involving firearms and other weapons they may encounter in their duties; and <br /> WHEREAS, the City of La Porte agrees that in the event of loss or misuse of the Criminal Justice <br /> Division funds, the City of La Porte assures that the funds will be returned to the Criminal Justice <br /> Division in full; and <br /> WHEREAS, the City of La Porte agrees that it will appropriate any matching funds in support of <br /> the grant, if applicable; and <br /> WHEREAS, the City of La Porte designates the City Manager as the grantee's authorized official. <br /> The authorized official is given the power to apply for, accept, reject, alter or terminate the grant <br /> on behalf of the applicant agency. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: <br /> Section 1. The City of La Porte approves submission of the grant application for the Police <br /> Firearms Training Simulator project, via a law enforcement grant, to the Office of the Governor, <br /> Criminal Justice Division. <br /> Section 2. The City of La Porte agrees that in the event of loss or misuse of the Criminal <br /> Justice Division funds, the City of La Porte assures that the funds will be returned to the Criminal <br /> Justice Division in full; agrees that it will appropriate any matching funds in support of the grant, <br /> if applicable; and designates the City Manager as the grantee's authorized official. <br /> Section 3. The City Council officially finds, determines, recites and declares that a sufficient <br /> written notice of the date, hour, place and subject of this meeting of the City Council is posted at <br /> a place convenient to the public at the City Hall of the City for the time required by law preceding <br /> this meeting, as required by Chapter 551, Texas Government Code; and that this meeting has <br /> been open to the public as required by law at all times during which this Resolution and the subject <br /> matter thereof has been discussed, considered and formally acted upon. The City Council further <br /> ratifies, approves and confirms such written notice and the contents and posting thereof. <br /> Section 4. This Resolution shall be effective upon its passage and approval. <br />
