~,A PORTE AIRPORT ADVISORY ~ARD <br />MINUTES <br />March 8, 1989 <br />1. The meeting was called to order at 6:09 P.M. by Chairman Guy <br />Sutherland. <br />MEMBERS PRESENT: Chairman Guy Sutherland, Vice Chairman Larry Tucker, <br />Secretary Steve Gillett, Members Cliff Hyde, Mike Miller, John Ladd, <br />and Deborah Rihn <br />MEMBERS ABSENT: None <br />OTHERS PRESENT: Bill Gray, FAA Representative <br />2. The minutes of the February 8, 1988 meeting were read. Motion was <br />made by Member Cliff Hyde to approve the minutes as presented and <br />seconded by Member Deborah Rihn. Motion was unanimous. <br />3. The Board discussed the purpose of FBO Standards. Chairman Guy <br />Sutherland requested that the Board use the model FBO Standards <br />developed by the FAA as a starting point at the next meeting. <br />4. Member Cliff Hyde reported that House Bill No. 82, granting local <br />option to exempt non-income producing aircraft from personal property <br />tax; has passed the House, and was on its way to the Senate. <br />Secretary Steve Gillett gave reports on the following: <br />A. A letter has been received from the FAA authorizing the change of <br />Runway 4-22 to 5-23 to avoid confusion with Ellington. <br />B. The NDB license was received on February 13, 1989 and activated <br />on February 16, 1989• <br />C. The FAA is not pleased with Hindmont Chemical but is working with <br />them and the people redesigning the new approach necessary due to <br />the movement of the NDB. When the new approach is worked out and <br />approved, the NDB will have IFR capability. <br />D. The FAA is currently reorganizing in Fort Worth. They are being <br />receptive but it will take time to obtain grant. Mr. Gillett <br />stated he had sent a draft RFP to them for comments. <br />E. Bill ~k1559 has been introduced in the legislature to levy a <br />$.03/per gallon tax on aviation fuel with thirty per cent (30~) <br />of the proceeds to fund the TAC and seventy per cent (70~) to <br />fund the Women"s Business Enterprise and the Minority Business <br />Enterprise. Another bill to be filed this week would impose a <br />$.07/per gallon tax on aviation fuel with thirty per cent funding <br />the TAC and seventy per cent funding prison construction. Mr. <br />Gillett also stated there is a movement pushing to abolish the <br />TAC. This Aircraft Pooling Board would have all funds channeled <br />through them. <br />
