CHUCK HARRINGTON <br />Chair <br />DAVID BRADY <br />Vice Chair <br />NOLAN ALLEN <br />TIM COWART <br />PAUL FEAZELLE <br />MARK FOLLIS <br />NANCY LOTZE <br />NANCY OJEDA <br />STAN SHERWOOD <br />CITY OF LA PORTE CITIZENS' CHARTER REVIEW ADVISORY COMMISSION <br />MEETING MINUTES OF JULY 24, 2012 <br />The Citizens' Charter Review Advisory Commission met on July 24, 2012, at 6:00 p.m. in the <br />La Porte City Hall Council Conference Room, 604 West Fairmont Parkway, La Porte, Texas, to <br />consider the following items of business: <br />lip <br />4 <br />3. <br />Call to Order and Roll Call <br />City Secretary Patrice Fogarty called the meeting to order at 6:00 p.m. Commissioners present <br />were: Nolan Allen, David Brady, Tim Cowart, Paul Feazelle, Mark Follis, Chuck Harrington, Nancy <br />Lotze, Nancy Ojeda, and Stan Sherwood. Staff present: Corby Alexander, Patrice Fogarty, Traci <br />Leach, and Clark Askins. <br />Welcome by Mayor Louis R. Rigby and City Manager Corby Alexander <br />Mayor Louis R. Rigby and City Manager Corby Alexander welcomed the Citizens' Charter Review <br />Advisory Commission and thanked them for their service. <br />Election of Chair and Vice -Chair <br />City Secretary Patrice Fogarty advised that the ordinance creating the Commission requires <br />election of a Chair and Vice -Chair. <br />Commissioner Nolan Allen moved to elected Chuck Harrington as Chair of the Citizens' Charter <br />Review Advisory Commission, and David Brady as Vice Chair. Commissioner Nancy Ojeda <br />seconded. MOTION PASSED. <br />Ayes: Commissioners Allen, Brady, Cowart, Feazelle, Follis, Harrington, <br />Lotze, Ojeda and Sherwood <br />Nays: None <br />4. Discussion/action regarding organizational procedures for review of the City of La Porte Charter <br />Discussion commenced regarding how the Commission wished to go about review of the Charter. <br />It was determined that the Commission stay together as one group instead of breaking into smaller <br />groups, and to analyze Article by Article. Staff will provide the Commission with legal <br />determinations of what sections or parts may be left `as' is due to legality issues.
