The meeting was called to order by Mayor Malone at 6:00 <br />P.M. <br />Members of Cites Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, John Lloyd, Ed Matuszak <br />(arrived at 6:38), Alton Porter, Mike Shipp, Deotis Gay, B. <br />Don Skelton, Jerry Clarke <br />Members of City Council Absent: None <br />Members of Cit}~,Staff Present: City Manager Bob Herrera, <br />City Attorney Knox Askins, City Secretary Cherie Black, <br />Assistant City Manager John Joerns, Police Chief Charles <br />Smith, Finance Officer Jeff Litchfield, Director of <br />Community Development Joel Albrecht, City Engineer Bob <br />Speake, Chief Building Official/Zoning Administrator Ervin <br />Griffith, Building Inspector Mark Lewis, CIP Manager Ross <br />Cox, Director of Parks and Recreation Stan Sherwood, <br />Assistant Director of Public Works Buddy Jacobs, Purchasing <br />Manager Louis Rigby <br />Others Present: State Representative Ed Watson; <br />representatives present to accept proclamation for Black <br />History Month; Joey Leslie, representing La Porte High <br />School students; Phil Roter, Harte-Hanks Cable TV; William <br />Glascow, Prime Cable TV; approximately 50 citizens <br />2. The invocation was given by City Attorney Askins. <br />3. The Mayor proclaimed the month of February as "Black <br />History Month". <br />4. The Mayor called the public hearing to order to hear the <br />request of St. Mary's Church for a special conditional use <br />permit to allow construction of a new covered pavilion and <br />parking facilities. <br />Joel Albrecht reviewed the request for Council. He also <br />stated that it is the recommendation of the Planning and <br />Zoning Commission and City staff that the special <br />
