The invocation was given by Councilperson Waters. <br />3. Council considered approving the minutes of the public hearing <br />and regular meeting of Council held January 9, 1989. <br />Motion was made by Councilperson Skelton to approve the <br />rninutes of January 2~ as presented. Second by Councilperson <br />Clarke. The motion carried, S ayes, 0 nays, 1 abstain. <br />Ayes: Councilpersons Waters, Cooper, Matuszak, Porter, Shipp, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson Gay <br />4. The Mayor proclaimed American History Month, Pepsi Games of <br />Texas Weeks, and National DECA Week and DECA Free Enterprise <br />Week. <br />
