MINUTES OF THE PUBLIC HEARING AND REGULAR MEETING <br />OF THE LA PORTE CITY COUNCIL <br />MARCH 13, 1989 <br />1. The meeting was called to order by Mayor Malone at 6:05 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Alton Porter, Mike <br />Shipp, B. Don Skelton <br />Members of City Council Absent: Councilpersons Ed Matuszak, <br />Deotis Gay, Jerry Clarke <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />to the City Manager Janie Bais, Director of Community <br />Development Joel Albrecht, Police Chief Charles Smith, <br />Director of Finance Jeff Litchfield, Chief Building Inspector <br />Ervin Griffith <br />Others Present: Planning & Zoning Commission Chairman Janet <br />Graves; Libby Brown, LPISD art director; DeMolay <br />representatives Richard Flinchum, Jesse Plummer, Scott <br />Plummer, Lance Goodright, Keith Gacdchens, Shawn Hickey; Brent <br />Ryan and Ken Ramirez; John Black, Bayshore Sun; 8 citizens <br />2. The invocation was given by Mayor Malone. <br />3. Council considered approving the minutes of the regular <br />meeting of Council held February 27, 1989. <br />Motion was made by Councilperson Waters to approve the minutes <br />of February 27 as presented. Second by Councilperson Cooper. <br />The motion carried, 6 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, Porter, Shipp, Skelton <br />and Mayor Malone <br />Nays: None <br />4. The Mayor proclaimed Youth Art Month and International DeMolay <br />Week. <br />5. The Mayor called to order the public hearing to consider <br />amendments to Article 3 and Article 10, Section 10-1000, of <br />the City of La Porte Zoning Ordinance, No. 1501. <br />
