• <br />MINUTES OF THE SPECIAL CALLED MEETING AND EXECUTIVE SESSION <br />LA PORTE CITY COUNCIL <br />MAY 28, 1991 <br />1. The meeting was called to order by Mayor Malone at 5:30 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Bob Thrower, Bob McLaughlin, <br />Alton Porter, Deotis Gay, B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: Councilperson Mike Cooper <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant City Attorney John <br />Armstrong <br />2. It was determined that the scheduled executive session was not <br />necessary; therefore, it was not held. <br />3. Council considered an ordinance closing "M" Street between <br />Broadway and South First Street. <br />Councilperson Skelton excused himself from the Council table <br />and left the room, due to a conflict of interest on this item <br />and item 4. <br />Motion was made by Councilperson Porter to bring this <br />between "M" and "N" Streets back to the Council table, and to <br />adopt both ordinances as presented. Second by Councilperson <br />Thrower. The motion carried, 7 ayes and 0 nays (Councilperson <br />Skelton was away from the table). <br />Ayes: Councilpersons Sutherland, Thrower, McLaughlin, <br />Porter, Gay, Clarke and Mayor Malone <br />Nays: None <br />4. Council considered an ordinance closing alley in Block 1432 <br />between "M" and "N" Streets. <br />See item 3. <br />Councilperson Skelton returned to the Council table. <br />5. There being no further business to come before the Council, <br />the meeting was adjourned and the workshop to discuss <br />beneficial uses of dredged material from the Houston Ship <br />Channel was held. <br />
