• ~ <br />MINUTES OF THE REGULAR MEETING OF LA PORTE CITY COUNCIL <br />JUNE 8, 1992 <br />1. The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Jack Maxwell, Jerry Clarke <br />Members of City Council Absent: Councilpersons Alton Porter <br />and Deotis Gay <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney. Knox Askins, City Secretary Cherie Black, Human <br />Resources/Purchasing Manager Louis Rigby, Police Chief Bobby <br />Powell, Fire Chief Joe Sease, Planning Director Chuck <br />Harrington, Director of Public Works Steve Gillett, Finance <br />Officer Linda Stubbs <br />Others Present: Barry Beasley, Southwestern Bell; two <br />citizens <br />2. The invocation was given by Councilperson Clarke. <br />3. Council considered approving the minutes of the regular <br />meeting held May 18, 1992. <br />City Secretary Cherie Black asked that times be given for the <br />adjournment of the executive session and the meeting. <br />Motion was made by Councilperson Thrower to approve the May 18 <br />minutes as presented. Second by Councilperson Clarke. The <br />motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Maxwell, Clarke and Mayor Malone <br />Nays: None <br />4. There were no citizens wishing to address Council. <br />5. Council considered an ordinance on second reading, for <br />proposed franchise agreement between the City of La Porte and <br />Southwestern Bell Telephone Company. <br />The City Attorney read: ORDINANCE 1834 - AN ORDINANCE WHEREBY <br />THE CITY OF LA PORTE, TEXAS, AND SOUTHWESTERN BELL TELEPHONE <br />COMPANY AGREE THAT, FOR THE PURPOSE OF OPERATING ITS <br />TELECOMMUNICATIONS BUSINESS, THE TELEPHONE COMPANY SHALL <br />MAINTAIN AND CONSTRUCT ITS POLES, WIRES, ANCHORS, FIBER, <br />CABLES, MANHOLES, CONDUITS AND OTHER PHYSICAL PLANT AND <br />APPURTENANCES IN, ALONG, ACROSS, ON, OVER, THROUGH, ABOVE AND <br />UNDER ALL PUBLIC STREETS, AVENUES, HIGHWAYS, ALLEYS, <br />
