INVOCATION — The invocation was given by Pastor Philip Dunn, Lighthouse Baptist Church, and <br />pledges were led by Mayor Pro Tem Chuck Engelken. <br />3. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the <br />time may be reduced if there is a high number of speakers or other considerations.) <br />Phillip Hoot spoke about termite swarm season and asked that the Council consider not using Harris <br />County Appraisal District for appraisals. Gaye Hart and Angel Cortes asked that the public pray each <br />time a siren is heard and be aware of their surroundings. <br />4. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in <br />accordance with staff recommendations provided. An item may be removed from the consent agenda <br />and added to the Statutory Agenda forfull discussion upon request by a member of the Council present <br />at this meeting.) <br />a. Approve the minutes of the regular City Council meeting held on March 13, 2023. [Louis R. <br />Rigby, Mayor] <br />b. Adopt Resolution 2023-01 suspending for 45 days the effective date proposed by <br />CenterPoint Energy Resources Corp., dlbla CenterPoint Energy Entex and CenterPoint <br />Energy Texas Gas — Texas Coast Division, for an increase in gas utility rates under the Gas <br />Reliability Infrastructure Program (GRIP), pursuant to its application filed on or about March <br />2, 2023 [Corby Alexander, City Manager] <br />c. Award Bid # 23017, 'State Highway 146 Utility Relocation', to Bull G Construction, LLC. in <br />the amount of $471,647.00, with $47,000.00 contingency, and authorize the City Manager to <br />execute a construction contract.
