JAY MARTIN, CHAIR OF p BRENT MCCAULLEY <br />COUNCILPERSON DISTRICT 5 ,, O� COUNCILPERSON AT LARGER <br />ti a <br />BILL BENTLEY <br />Y m <br />COUNCILPERILPERSON DISTRICT <br />TeX�� <br />MINUTES OF THE CITY COUNCIL RULES OF PROCEDURE <br />AND ETHICS POLICY AD HOC COMMITTEE MEETING <br />JUNE 28, 2021 <br />The Rules of Procedure and Ethics Policy Ad Hoc Committee of the City of La Porte met <br />on Monday, June 28, 2021, at the City Hall Council Chambers, 604 West Fairmont Parkway, <br />La Porte, Texas, at 4:00 p.m. to consider the following Items of business: <br />Committee Members present: Jay Martin, Bill Bentley <br />Committee Members attending remotely: Brent McCauley <br />Committee Members absent: None <br />Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City <br />Secretary; Clark T. Askins, Assistant City Attorney <br />CALL TO ORDER — Chair Martin called the meetino to order at 4:00 P.m. <br />1. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state <br />law, the time may be reduced if there is a high number of speakers or other considerations.) <br />Philip Dunn asked the Committee to Consider mechanisms to protect staff and Councilpersons <br />and to address disorder and an atmosphere of insubordination in City Council meetings. <br />2. Presentation, discussion, and possible action to consider amendment to the City <br />Council Rules of Procedure and Ethics Policy. <br />The Committee reviewed Charter 2.04.b.4., a new provision from the May 2021 election <br />regarding Councilperson absences and forfeiture of office and guidelines for attendance from <br />other Texas cities. The Assistant City Attorney agreed to investigate legal precedent regarding <br />a definition for attendance/absence coupled with a provision that removal from a meeting <br />would constitute an unexcused absence. <br />The Committee announced its intention to meet again July 12, 2021, at 4 p.m. <br />June 28, 2021 - City Council Rules of Procedure and Ethics Policy Ad Hoc Committee Minutes <br />
