City of La Porte

Civil Service Commission
604 W. Fairmont Parkway
La Porte, Texas 77571

Chairman, Keith Trainer
Commissioner, Larry Cox
Commissioner, Les Bird
Director, Robert Swanagan
Off: 281-470-5025

Police Civil Service Meeting Minutes
05/10/2007

1. At 4:47 pm the Police Civil Service Commission Meeting was called to order by Commission
Chairman Keith Trainer.

Commission members in attendance:
Commission Chair, Mr. Keith Trainer
Vice-Chair, Mr. Les Bird
Commissioner, Mr. Larry Cox.

Others in attendance:
City Attorney, Clark Askins
Police Chief Richard Reff
Civil Service Director, Robert Swanagan.

2. Consider approval of minutes from the April 9, 2007 meeting.
The Commissioners reviewed the 04/0912007 meeting minutes. Motion was made by
Commissioner Les Bird to accept the meeting minutes as written. The motion was seconded
by Commissioner Larry Cox. The motion carried.

3. Consider approval or other action to change La Porte Police Civil Service Rules and
Regulations to allow Civil Service test candidates to provide notice of intention to take test
through email transmission.
Chief Reff requested the Commission consider a modification of section 10.10 of La Porte's
Civil Service rules to allow Officer's to provide their notice of written consent through the
email system. It would make it easier for Officer on all shift to provide the necessary
notification of intent and would further provide a tracking mechanism indicating date and
time receive and the return acknowledgement from the Civil Service Director. This change
would add "...in person or via Email to the Civil Service Director City Email Account."
After discussion the Commissioner Larry Cox made a motion that the change to Section
10.10 be adopted and incorporated in the La Porte Civil Service Rules. The motion was
seconded and the motion carried (copy of Section 10.10 attached).

4. Consider approval or other action regarding certification of Sergeants and Lieutenants
promotional eligibility lists.

1
