Meeting Minutes of the Civil Service Commission held on <br />November 22, 2010 at 11:00 am. <br />1. Call to Order <br />The meeting was called to order at 11:03 am by Keith Trainer <br />2. Consider approval of minutes from November 2, 2009 meeting. <br />Les made a motion to accept the minutes as presented, Keith seconded the motion, the <br />motion passed. <br />3. Administer Oath of Office <br />Heather Weger administered the Oath of Office to Deb Gallington <br />4. Consider appeal of the application of seniority points for officers who do not score a <br />passing grade on the promotional examination administered on November 4, 2010, in <br />accordance with Section 10.24 of the City of La Porte Civil Service Rules and <br />Regulations (Review and Appeal of Promotional Examination). <br />The appeal was read aloud by Heather Weger. Sgt. Lee Stewart presented his case stating <br />the addition of seniority points added only to a passing grade conflicted with Chapter 143 <br />unless the City of La Porte had an alternate promotional system. Since the body of officers <br />has never voted on an alternate promotional system, then the seniority should be added to all <br />scores even if they are below a grade of 70. The Commission was in receipt of a legal opinion <br />from Bettye Lynn prior to the meeting. Keith Trainer made a motion to uphold the appeal of <br />Sgt. Stewart, Les seconded the motion. The motion passed. <br />Ayes: Keith Trainer, Les Bird <br />Nayes: Deb Gallington <br />Keith asked that the Civil Service Director amend rule 10.26 accordingly to reflect the motion <br />passed. <br />5. Administrative Reports <br />• Promotional Exam <br />6. Board Comments <br />a. Matters appearing on the agenda <br />b. Inquiry of staff regarding specific factual information or existing policy. <br />None <br />7.
