The meeting was called to order by Acting Mayor Pro Tem Betty <br />Waters at 5:30 P.M. <br />Members of City Council Present: Mayor Norman Malone (arrived <br />at 5:40 P.M.), Councilpersons Betty Waters, Mike Cooper, Ed <br />Matuszak (arrived at 5:34 P.M.), Alton Porter (arrived at 5:37 <br />P.M.), Mike Shipp, Deotis Gay, B. Don Skelton (arrived at 5:45 <br />P.M.), Jerry Clarke <br />Members of City Council Absent: None <br />Members of City. Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Purchasing Manager Louis Rigby, Director of Public Works <br />Steve Gillett, Director of Community Development Joel <br />Albrecht, Finance Director Jeff Litchfield <br />Others Present: Melissa Doyle, Bayshore Sun; 10 citizens <br />2. The invocation was given by City Attorney Knox Askins. <br />3. Council considered approving the minutes of the regular <br />meeting of Council held January 23, 1989. <br />Motion was made by Councilperson Clarke to aRprove the January <br />~~ minutes as presented. Second by Councilperson Cooper. The <br />motion carried, 5 ayes and 0 nays. <br />Ayes: Councilpersons Cooper, Shipp, Gay, Clarke and Acting <br />Mayor Pro Tem Waters <br />Nays: None <br />(The other Councilpersons had not yet arrived at the meeting.) <br />At this time, the order of the agenda was suspended in order <br />that the scheduled public hearing could be postponed until its <br />proper starting time. Council then addressed item 6. <br />Ms. Karen Zenk addressed Council regarding parking of 18-wheel <br />trucks on Underwood at Rustic Gate. She is concerned about <br />
