~ ~ <br />MINUTES OF THE PUBLIC HEARING AND REGULAR MEETING <br />LA PORTE CITY COUNCIL <br />SEPTEMBER 25, 1989 <br />1. <br />2. <br />The meeting was called to order by Mayor Malone at 6:05 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Bob <br />McLaughlin, Alton Porter, Deotis Gay, B. Don Skelton, Jerry <br />Clarke <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Director of Public Works Steve Gillett, Finance Director <br />Jeff Litchfield, Purchasing Manager Louis Rigby, Fire Chief <br />Joe Sease, Director of Community Development Joel Albrecht, <br />Police Chief Charles Smith, Golf Professional Alex Osmond <br />Others Present: Neil Woodard; Terry Leppla, Arco Pipe Line <br />Company; John Black, Bayshore Sun; 6 citizens <br />The invocation was given by Councilperson Gay. <br />3. Council considered approving the minutes of the public <br />hearings and regular meeting of Council held September 11, <br />1989. <br />Motion was made by Councilperson Skelton to approve the <br />minutes of September 11 as presented. Second by Councilperson <br />Clarke. The motion carried, 8 ayes, 0 nays, 1 abstain. <br />Ayes: Councilpersons Cooper, Matuszak, McLaughlin, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson Waters <br />3. Mr. Neil Woodard, 925 Myrtle Creek, addressed Council <br />regarding the traffic problems on Myrtle Creek. He asked for <br />information regarding what criteria is used in performing a <br />traffic study, and asked for Council's help in resolving the <br />traffic problems. <br />5. The Mayor called the public hearing on the FY 1989-90 tax rate <br />to order. <br />Finance Director Jeff Litchfield reviewed the background for <br />the tax rate increase. <br />
