The meeting was called to order by Mayor Malone at 6:00 P.M. <br /> <br />Members of ci ty Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Bob McLaughlin, <br />Alton Porter, Deotis Gay (arrived at 6:05), Jerry Clarke <br /> <br />Members of citv Council Absent: Councilpersons Ed Matuszak <br />and B. Don Skelton <br /> <br />Members of Citv Staff Present: City Manager Bob Herrera, City <br />Attorney Knox ASkins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the city Manager Janie <br />Bais, Finance Director Jeff Litchfield, Director of Community <br />Development Joel Albrecht, Director of Parks and Recreation <br />Stan Sherwood, Director of Public Works Steve Gillett, city <br />Engineer Steve Wenzel <br /> <br />Others Present: Marie Coffman and Josie Hernandez; Jim Lewis, <br />Harris County; John Brock, President of Houston Economic <br />Development Council; John Black, Bayshore Sun; 20 citizens <br /> <br />2. The invocation was given by Councilperson Waters. <br /> <br />3. Council considered approving the minutes of the Public Hearing <br />and Regular Meeting of Council held September 25, 1989. <br /> <br />Motion was made by Councilperson McLauqhlin to approve the <br />September 25 minutes as presented. Second by Councilperson <br />Clarke. The motion carried, 6 ayes and 0 nays (Councilperson <br />Gay had not yet arrived). <br /> <br />Nays: <br /> <br />Councilpersons Waters, Cooper, McLaughlin, Porter, <br />Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />4. The Mayor proclaimed Retired Senior Volunteer Day. Ms. Marie <br />Coffman, accompanied by Ms. Josie Hernandez, accepted the <br />proclamation on behalf of the Volunteers. <br /> <br />The Mayor delayed proclaiming Bay Area Chapter Ducks Unlimited <br />Day until a representative from that organization was present. <br />When the representative arrived later in the meeting, the <br />proclamation was read. <br /> <br />5. Mr. Jim Lewis, of Harris County, and Mr. John Brock, President <br />of the Houston Economic Development Council, addressed Council <br />with a presentation on the advantages of reinvestment zones. <br />
