The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter (arrived at 6:12 P.M.), Deotis Gay, <br />B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Planning Director Chuck Harrington, <br />Police Chief Bobby Powell, Director of Public Works Steve <br />Gillett, Finance Director Jeff Litchfield, Finance Officer <br />Linda Stubbs, Human Resources/Purchasing Manager Louis Rigby, <br />Municipal Court Judge J. B. Williamson <br />Others Present: Five citizens <br />2. The invocation was given by Councilperson Clarke. <br />3. Council considered approving the minutes of the regular <br />meeting held February 10, 1992. <br />Motion was made by Councilperson Skelton to approve the <br />February 10 minutes as presented. Second by Councilperson <br />Thrower. The motion carried, 8 ayes and 0 nays (Councilperson <br />Porter had not yet arrived). <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />4. A proclamation for Vietnam Veterans Day was to have been <br />presented. Since there was no one present to receive the <br />proclamation, the Mayor announced that the Vietnam Memorial <br />will be on display at Forest Park East in League City from <br />March 20 through March 22. <br />5. Ms. Lisa Honeycutt addressed Council regarding the newly <br />installed wheelchair ramps and curbing on Main Street. She <br />is very pleased with it, and expressed hopes that each budget <br />year more could be added. <br />6. Presentation of the 1991 Comprehensive Annual Financial Report <br />was delayed until representatives of the auditing firm <br />arrived. <br />
