• <br />MINUTES OF THE REGULAR MEETING OF LA PORTE CITY COUNCIL <br />MAY 4, 1992 <br />1. The meeting was called to order by Mayor Malone at 5:30 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter, Deotis Gay (arrived 5:55), B. Don <br />Skelton, Jerry Clarke (arrived 5:50) <br />Members of City Council Absent: None <br />Members of City Staff Present: Assistant City Manager John <br />Joerns, City Attorney Knox Askins, City Secretary Cherie <br />Black, Police Chief Bobby Powell, Planning Director Chuck <br />Harrington, Fire Chief Joe Sease, Finance Director Jeff <br />Litchfield, Human Resources/Purchasing Manager Louis Rigby, <br />Police Administrative Assistant Elaine Bonner, MIS Manager <br />Larry Mabe <br />Others Present: Chris Osten and members of EMS; Family of <br />newly elected Councilperson Jack Maxwell; John Black, Bayshore <br />Sun; 2 citizens <br />2. The invocation was given by Councilperson Thrower. <br />3. There were no citizens wishing to address Council. <br />4. Mayor Malone proclaimed May 10 through 16, 1992, as Emergency <br />Medical Services Week. EMS Chief Chris Osten and several <br />members of EMS accepted the proclamation. <br />5. Council canvassed the results of the City election held on May <br />2, 1992, and considered declaring the winners by adoption of <br />Ordinance 1838. <br />The City Attorney read: ORDINANCE 1838 - AN ORDINANCE <br />DECLARING THE RESULTS OF THE ELECTION HELD IN THE CITY OF LA <br />PORTE ON MAY 2, 1992, FOR THE ELECTION OF COUNCILPERSON-AT- <br />LARGE--POSITION A; COUNCILPERSON DISTRICT 4; AND <br />COUNCILPERSON, DISTRICT 5; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />The winners were declared to be as follows: Councilperson at <br />Large, Position A - Bob McLaughlin; Councilperson, District 4 <br />- Deotis Gay; Councilperson, District 5 - Jack Maxwell. <br />Motion was made by Councilperson Thrower to adopt Ordinance <br />1838 as read by the City Attorney. Second by Councilperson <br />Sutherland. The motion carried, 7 ayes and 0 nays <br />(Councilpersons Gay and Clarke had not yet arrived.) <br />
