<br />OF LA PORTE CITY COUNCIL
<br />JULY 23, 2001

<br />1. CALL TO ORDER
<br />
<br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m.
<br />
<br />Members of City Council Present: Councilpersons Chuck Engelken, Howard Ebow, Peter
<br />Griffiths, Alton Porter, James Warren, Charlie Young, Jerry Clarke, and Norman Malone.
<br />
<br />Members of Council Absent: Councilperson Guy Sutherland
<br />
<br />Members of City Executive Staff and City Employees Present: City Manager Robert T.
<br />Herrera, Assistant City Manager John Joerns, Assistant City Attorney John Armstrong,
<br />City Secretary Martha Gillett, Finance Director Cynthia Alexander, Assistant Finance
<br />Director Mike Dolby, Interim Director of Administrative Services Carol Buttler, Parks
<br />and Recreation Director Stephen Barr, Assistant City Secretary Sharon Harris, Public
<br />Works Director Steve Gillett, Purchasing Manager Susan Kelley, Emergency Services'
<br />Director Joe Sease, Planning Director Doug Kneupper, City Engineer Carlos Martinez,
<br />City Coordinator Masood Malik, Police Chief Richard Reff, and Golf Pro Alex Osmond.

<br />Others Present: Carlos Smith, Deborah Johnson, Dave Turnquist, Nick Barrera, Nazar
<br />Momin, Charles Underwood, Paul Larson, Colleen Hicks, Davis Wilson, Sib Carpenter,
<br />Spero Pomonis, and a number of citizens.
<br />
<br />2. Reverend Michael Bingham of Abundant Life church delivered the invocation.
<br />
<br />3. Council considered approving the minutes of the Regular Meeting and Special Called
<br />Workshop Meetings on July 9,2001.
<br />
<br />Motion was made by Councilperson Clarke to approve the minutes of the Regular
<br />Meeting and Special Called Workshop Meetings on July 9.2001 as presented. Second by
<br />Councilperson Griffiths. The motion carried.
<br />
<br />Ayes: Engelken, Ebow, Griffiths, Porter, Warren, Young, Clarke, and Malone.
<br />Nays: None
<br />Abstain: None
<br />
<br />4. PETITIONS, REMONSlRANCE, COMMUNICATIONS, AND CITIZENS AND
<br />TAXPAYERS WISHING TO ADDRESS COUNCIL.
<br />
<br />The following citizens addressed City Council.
<br />
<br />Davis Wilson - 11222 Richmond Houston, TX an architect requested that council vote in
<br />favor of the street and alley closing Item No.9 on the agenda.
<br />
<br />Paul Larson - 406 4th Street La Porte, TX spoke against the street and alley closing in
<br />Blocks 328 and 329, Town of La Porte and the North 2nd Street right-of-way between
<br />Blocks 328 and 329.
