• • <br />MINUTES OF THE SPECIAL CALLED WORKSHOP MEETING <br />OF LA PORTE CITY COUNCIL <br />SEPTEMBER 8, 2001 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Norman Malone at 9.00 a.m. <br />Members of City Council Present: Councilpersons, Chuck Engelken, Howard Ebow, <br />Peter Griffiths, Alton Porter, James Warren, Charlie Young, Jerry Clarke, and Norman <br />Malone. <br />Members of Council Absent: Guy Sutherland <br />Members of City Executive Staff and City Employees Present: City Manager Robert T. <br />Herrera, Assistant City Manager John Joerns, Assistant Finance Director Mike Dolby, <br />Parks and Recreation Director Stephen Barr, Assistant City Secretary Sharon Harris, <br />Assistant Public Works Director Buddy Jacobs, Emergency Services Director Joe Sease, <br />Planning Director Doug Kneupper, and Police Chief Richard Reff, <br />2. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS COUNCIL. <br />There were no citizens wishing to address Council. <br />3. The special called workshop meeting was called to order by Mayor Malone at 9:08a.m. <br />The following items were discussed during the workshop session: <br />A. Overview <br />City Manager brought to Council's attention that January 16, 1999 was the last bond <br />election held. The citizens of La Porte agreed with a majority of the bond projects and <br />voted 2 to 1 in favor of the projects. The City Manager informed council that in January <br />2002 it will be three years since the last bond election and there is a need to introduce <br />new projects to continue to support the growth of the community. <br />B. Election Dates/Timeline <br />City Manager gave council the uniform election dates. <br />C. Proposed Bond Projects <br />The proposed bond projects were building of a new Police headquarters, improvements to <br />the City's Wastewater Treatment Plant, Development of Westside Park in conjunction <br />with building a youth baseball complex, and the relocation of Fire Department/EMS <br />D. Debt Service Plan <br />The Debt Service Plan was discussed. <br />
