Malone and <br />Councilperson Guy Sutherland <br />Members of City Staff and City Employees Present: Assistant <br />City Manager Jeff Litchfield, City Attorney Knox Askins, City <br />Secretary Sue Lenes, Director of Administrative Services Louis <br />Rigby, Director of Planning Guy Rankin, Police Lieutenant Carl <br />Crisp, Fire Chief Joe Sease, Director of Public Works Steve <br />Gillett, Assistant Director of Finance Cynthia Alexander, <br />Purchasing Agent Susan Kelley and Inspector Debbie Wilmore <br />Others Present: Rev. Walter Pinkney, Pastor of Zion Hill <br />Baptist Church, and several La Porte Citizens <br />INVOCATION BY REV. WALTER PINKNEY - ZION HILL BAPTIST CHURCH <br />The invocation was given by Rev. Walter Pinkney, Pastor of <br />Zion Hill Baptist Church. <br />CONSIDER APPROVING MINUTES OF REGULAR MEETING JULY 10, 1995 <br />Motion was made by Councilperson Maxwell to approve the <br />minutes of July 10, 1995. Second by Councilperson Thrower. <br />The motion carried, 6 ayes, 0 nays and 1 abstain. <br />Ayes: Councilpersons Cooper, Thrower, McLaughlin, <br />Maxwell, Clarke and Mayor Pro Tem Porter <br />Nays: None <br />Abstain: Councilperson Gay <br />PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX <br />PAYERS WISHING TO ADDRESS COUNCIL <br />Mrs. Kathy Muston, 1013 S. Kansas addressed Council regarding <br />garbage and trash in her neighborhood. Mrs. Muston showed <br />Council a chart made with pictures to emphasize her concerns <br />about the excessive trash and garbage on Kansas Street, along <br />Bayshore Drive, and Park Street. Mrs. Muston thanked <br />Councilperson Maxwell, the Inspection Department, and Mark <br />Lewis for their help with the residence next to her home which <br />had been having a lot of trash problems.
