The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Delbert Walker, John Lloyd, Betty Waters, <br />Lindsay Pfeiffer, Deotis Gay, B. Don Skelton, Linda Westergren <br />Members of City Council Absent: Councilperson Ed Matuszak <br />Members of City Staff Present: City Manager Jack Owen, City <br />Attorney Knox Askins, City Secretary Cherie Black, Director of <br />Parks and Recreation Stan Sherwood, Director of Community <br />Development John Joerns <br />Others Present: David Fetzer and Pete Fisher, Moroney & <br />Beissner; Dick Richards and Rowland Geddie, Baker & Botts; Pam <br />Smith, Bayshore Sun; 5 citizens <br />• 2. Council considered an ordinance amending Ordinance 1435, <br />Organization and Procedures for City Council Meetings. <br />The City Attorney read: ORDINANCE 1435-A - AN ORDINANCE <br />AMENDING ORDINANCE 1435, ESTABLISHING ORGANIZATION AND <br />PROCEDURES FOR CITY COUNCIL MEETINGS; FINDING COMPLIANCE WITH <br />THE OPEN MEETINGS LAW; AND PROVIDING`AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Skelton to adopt Ordinance <br />1435-A as read by the Ci:ty_Attorney. Second by Councilperson <br />Lloyd. The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Walker, Lloyd, Waters, Pfeiffer, Gay, <br />SKelton, Westergren, and Mayor Malone <br />Nays: None <br />3. Council considered an ordinance calling a bond election. <br />Mr. Rowland Geddie of Baker & Botts, reviewed the ordinance <br />for Council. <br />After several minor changes were requested, the City Attorney <br />read: ORDINANCE 1440 - AN ORDINANCE CALLING BOND ELECTION; <br />• <br /> <br />~ - <br />
