The meeting was called to order by Mayor Malone at 6:04 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Delbert Walker, John Lloyd, Ed Matuszak, Betty <br />Waters, Lindsay Pfeiffer, Deotis Gay, B. Don Skelton, Linda <br />Westergren <br />Members of Citv Council Absent: None <br />Members of Citv Staff Present: City Manager Jack Owen, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager Richard Hare, Chief of Police Charles Smith, <br />Director of Community Development John Joerns, Director of <br />Public Works Jerry Hodge, Administrative Assistant Olivia <br />Moeller <br />Others Present: Lewis McLain, Lewis McLain & Associates; Neil <br />Bishop and William Metzger, Turner Collie & Braden; David <br />Fetzer and Pete Fisher, Moroney & Beissner, Inc.; Tom Keilman, <br />Finance Officer; Elaine Bonner, Police Administrative <br />Assistant; several realtors and home builders; 4 citizens <br />The Mayor stated that the Workshop item, Item 5 of the agenda, <br />would be addressed first, due to representatives of Moroney & <br />Beissner not yet being present in the Council chambers. <br />tem Discuss and consider water rate study and capital <br />recovery fees recommendation - Lewis McLain of Lewis McLain & <br />Associates was present and presented a report on this item. A <br />copy of the report is included in these minutes as backup <br />material. <br />Mr. Bill Metzger of Turner Collie & Braden answered questions <br />from Council regarding capital recovery fees and user charges. <br />Mr. Eddie Gray, Mr. Alan Bauer and Mr. Decker McKim spoke in <br />opposition to the proposed fees. <br />2. Council considered a resolution in opposition to the <br />Presidents tax proposal for municipal bonds. <br />
